1. To approve the attached procedure for the cooperation of state aviation flights in the Russian Federation.

2. Interaction of security authorities state

Aviation in the Russian Federation

1. The procedure for the interaction of the security of flights of state aviation in the Russian Federation (hereinafter referred to as the procedure for cooperation) establishes the organization of interaction between state aviation flights in the Russian Federation (hereinafter referred to as flight safety authorities) in the implementation of aircraft security activities in state aviation aircraft Russian Federation.

2. Flight safety authorities decide on them to interact with the structural divisions of federal executive bodies and organizations with units of state aviation, species of the Armed Forces of the Russian Federation, military districts, regional commands, fleets, childbirth forces of the Armed Forces of the Russian Federation, regional centers , offices, associations, compounds and military units, as well as with organizations whose activities are aimed at ensuring flight safety.

3. The organization of the interaction of flight safety authorities is entrusted to the security service for aviation flights of the Armed Forces of the Russian Federation, the aircraft security service of the federal executive bodies and organizations that have public aviation units (hereinafter referred to as the federal executive bodies and organization), species and genera of armed troops Forces of the Russian Federation.

4. The procedure for interaction is established in order to streamline the activities of flight safety authorities:

operational alert on accidents and aviation incidents;

organizations and investigations (participation in investigations) accidents and aviation incidents;

preparation of proposals for projects of orders (directives) of managers (commanders, bosses) and plans for preventive measures based on the results of investigations of accidents and aviation incidents;

assessing the safety status of flights and the provision of federal executive bodies and organizations of exhaustive and objective information on these issues;

development of regulatory legal acts and service documents for the production, management, flights and their safe implementation;

identifying, collecting, accounting and analyzing hazardous factors in the aviation system, development and bringing to performers of preventive measures to localization and elimination;

checking the completeness of accounting, objectivity of investigations and the correctness of the classification of aviation incidents;

control over the activities of aviation personnel in terms of flight safety;

exchange of experience in investigations of accidents and aviation incidents, the implementation of aviation prevention programs;

coordination of issues and mutual assistance in the preparation and conduct of checks the security status of flights in the federal executive bodies and organizations;

interaction with organizations conducted by research on safety issues and the development and manufacture of aviation equipment;

the development and implementation of measures to prepare and advance the qualifications of specialists of safety bodies.

5. The procedure for the interaction of flight safety authorities in organizing and conducting investigations of accidents and incidents is established by the rules of the investigation of accidents and aviation incidents with state aircraft in the Russian Federation, approved by the Decree of the Government of the Russian Federation of December 2, 1999 N 1329 (Meeting of the Legislation of the Russian Federation , 1999, N 50, Art. 6218; 2008, N 5, Art. 406).

6. In the security of aviation flights of the Armed Forces of the Russian Federation, in order to operate the investigation of the accidents with the aircraft of state aviation, the duty group of the commission with the degree of departure at the airfield of the departure is appointed (the aircraft location) is not more than 4 hours.

To ensure the timely delivery of the duty group to the place of work, the main headquarters of the Air Force is allocated by a duty aircraft with a prepared crew and a readiness for departure for no more than 6 hours.

Delivery of the duty group at the flight airfield or to the place of work within the Moscow region is organized by the Motor Transport Service of the Ministry of Defense of the Russian Federation within 2 hours from the date of receipt of the application.

The order of loss of commissions of the federal executive bodies and organizations to investigate accidents and serious aviation incidents with damage to the aircraft is established by the heads of the aviation structures of these federal executive bodies and organizations and is communicated to the aircraft safety service of the Armed Forces of the Russian Federation.

The use of a special laboratory aircraft to investigate accidents is organized in accordance with the previously concluded bilateral treaties between the Ministry of Defense of the Russian Federation (13 by the State Research Institute of the Ministry of Defense of the Russian Federation (operation and repair of aviation equipment) and other federal executive authorities and organizations.

7. Head of the Safety Flight Service of the Armed Forces of the Russian Federation:

monthly to the 10th day reports the first deputy minister of defense of the Russian Federation in writing about the state of accidents in aviation of the Armed Forces of the Russian Federation for the past month;

quarterly (to the 20th day of the first month of each quarter) develops a draft report of the First Deputy Minister of Defense of the Russian Federation to the Ministry of Defense Minister of the Russian Federation on the state of accidents in aviation of the Armed Forces of the Russian Federation and measures to prevent information on accidents with state aircraft of federal executive authorities and organizations for the past quarter;

every year by February 15 presents the heads of federal executive authorities and organizations information on the security of flights of state aircraft in the Russian Federation and the proposal to reduce the influence of the detected hazardous factors inherent in aviation systems;

organizes the provision of safety authorities of aviation of federal executive bodies and organizations through the security center of the aircraft of the Armed Forces of the Russian Federation as part of the 13th State Research Institute of the Ministry of Defense of the Russian Federation (operation and repair of aviation equipment) of the periodical and submitted on request information about accidents with air State aviation courts in the Russian Federation.

8. The Security Center of the Aviation Flights of the Armed Forces of the Russian Federation is an information and analytical body of the aircraft security service of the Armed Forces of the Russian Federation.

It collects, accounting and analyzing information about hazardous factors in the aviation system of state aviation, development and bringing to the units of the State Aviation of Analytical Materials aimed at improving the effectiveness of preventive work to prevent aviation accidents with state aircraft in the Russian Federation.

The list and circulation of documents of periodic information sent by the Security Center of the Armed Forces of the Russian Federation by the federal executive bodies and organizations, the types and birth of the armed forces of the Russian Federation, the associations, compounds, military units, are specified annually and are approved by the head of the airless air safety flight service Of the Russian Federation on the submission of the heads of state aviation safety authorities.

9. Heads of security services for aviation of the federal executive bodies and organizations inform the head of the aircraft safety service of the Armed Forces of the Russian Federation:

on the left of the past quarter (separately for each month), the implementation of preventive measures on the results of aviation accident investigations and inspections of aviation formations, on damaged and restored aircraft, newly identified hazardous factors and developed measures to localize or eliminate, staffing of flight safety authorities - written quarterly (to the 10th day of the first month of each quarter).

10. Heads of the safety services of the aircraft and childbirth forces of the Armed Forces of the Russian Federation report the head of the aircraft security service of the Armed Forces of the Russian Federation:

on the planned (suddenly emerged) of the most responsible tasks (flights of aircraft groups with the composition of aviation squadron and more, departures according to the plans of readiness checks for the tasks for the purpose, mass air transport and others), problems in the investigation of accidents and serious aviation incidents and the bodies accepted safety safety measures - oral during the day as information has been received;

on the tax on the associations and childbirth of aviation over the past month - in writing monthly to the 5th number;

on the planned tax and main tasks (exercises, practical launch launches, flights of aircraft groups as part of aviation squadron and more, showing aviation equipment, fees, conferences, military councils and other tasks related to flights, their provision and safety work ) associations and childbirth for the next month, as well as proposals for ensuring their safety - in writing monthly to the 25th;

on the security of flights for the past quarter and measures to ensure that hazardous factors and measures to eliminate their influence, activities carried out on the results of aviation accident investigations, serious aviation incidents and troops, on damaged and restored aircraft, recommendations and sentences to improve improvement Systems and methods of preventing accidents, a state of staffing of the safety of flights of aviation of species and childbirth forces of the armed forces of the Russian Federation, associations, compounds - in writing quarterly (to the 10th day of the first month of each quarter).

11. Flight security services (individual officials with the execution of responsibilities for the security of flights) of associations, compounds and military units (organizations) monthly develop projects (reference materials) of emergency incidents, violations and erroneous actions of personnel in the production, management and flight management . The content and procedure for conducting a parsing, reporting deadlines are determined by the rules of the investigation of accidents and aviation incidents with state aircraft in the Russian Federation, approved by the Decree of the Government of the Russian Federation of December 2, 1999 N 1329.

12. Projects of all regulatory legal acts and official documents developed in federal executive bodies and organizations, manufacturing, management and flight management are coordinated by flight safety bodies regarding the accounting of flight safety requirements.

13. The organizational and staff structure of flight safety authorities is determined by the heads of the federal executive bodies and organizations, in whose subordination they are, and should ensure the fulfillment of tasks assigned to them.

14. The appointment of supervisors (managers) of flight security services is made after coordination with the superior security authority in this federal executive body and organization.

The selection of other officials in flight safety authorities are made in agreement with the heads (managers) of these flight safety authorities.

Admission of officials of flight safety authorities for the execution of responsibilities for the position of office is carried out by orders of chiefs (managers), which are given such right.

15. Regulations on the security of flights and duties of officials of this body are developed taking into account the requirements of this Procedure of Interaction, are coordinated with the superior safety authority and are approved by the boss (head), which is subject to this flight safety authority.

16. The instructions of the officials of the superior security authority of the federal executive authority (organization) on issues related to their maintenance are mandatory for execution by lower flight authorities.

17. Flight security authorities are specialized aviation units involved in the aviation accident prevention system, and are subject to managers directly to managers (commander, supervisors) of the aviation structures of the federal executive bodies and organizations or their deputies.

In order to ensure state control over the turnover of narcotic drugs, psychotropic substances and their precursors in accordance with the Federal Law "On Narcotic Drugs and Psychotropic Substances", as well as the implementation of international obligations arising from the United Nations Conventions, the participant of which is the Russian Federation, the Government of the Russian Federation decides:

1. Approve the accompanying:

The rules of submission by legal entities of reports on activities related to the circulation of narcotic drugs and psychotropic substances;

Rules for maintaining and storing special logs of registration of operations related to the turnover of narcotic drugs, psychotropic substances and their precursors.

2. Recognize invalid:

Decree of the Government of the Russian Federation of July 28, 2000 N 577 "On the procedure for submitting information about activities related to the turnover of narcotic drugs and psychotropic substances, and registration of operations related to this activity" (Meeting of the legislation of the Russian Federation, 2000, N 33, . 3397);

1. These Rules in accordance with Article 37 of the Federal Law "On Narcotic Drugs and Psychotropic Substances" establish the procedure for submission:

reports on activities related to the turnover of narcotic drugs and psychotropic substances included in the list of drugs, psychotropic substances and their precursors to be controlled in the Russian Federation, approved by the Decree of the Government of the Russian Federation of June 30, 1998 N 681 (Meeting of the Legislation of the Russian Federation, 1998, N 27, Art. 3198; 2006, N 29, Art. 3253) (hereinafter - narcotic drugs and psychotropic substances), and information about their reserves as of December 31 of the reporting year;

reports on activities related to the volume of substances under international control in accordance with the 1971 Psychotropic Substances Convention (hereinafter - substances under international control) not included in the list of narcotic drugs, psychotropic substances and their precursors to be controlled in the Russian Federation, approved by Decree of the Government of the Russian Federation dated June 30, 1998 N 681 (Meeting of the legislation of the Russian Federation, 1998, N 27, Art. 3198; 2006, N 29, Art. 3253) (hereinafter - the list), and information about their reserves As of December 31, the reporting year;

information on the annual need of the Russian Federation in narcotic drugs, psychotropic substances and substances under international controls not included in the list.

2. Legal entities - license owners for the implementation of activities related to the turnover of narcotic drugs and psychotropic substances are obliged to report on the number of each manufactured, made, imported (exported), released and implemented narcotic drug and psychotropic substance, as well as their stocks Registration on December 31 of the reporting year.

The number and reserves of narcotic drugs and psychotropic substances in the reports are indicated in terms of the active drug and psychotropic substance.

3. Legal persons implementing in the prescribed manner, vacation and the sale of narcotic drugs and psychotropic substances are submitted to the Ministry of Industry and Trade of the Russian Federation in accordance according to Appendix N 1:

quarterly reports on the number of drugs produced and psychotropic substances - no later than May 15, August 15, November 15, February 15;

Annual report on the number of produced, released and realized drugs and psychotropic substances, information about their reserves as of December 31 of the reporting year and about the plan of their production for the year following the current year - annually, no later than February 15 (under the current follows Understand the year in which reporting is represented).

4. Legal entities implementing in the prescribed manner, vacation and sale of narcotic drugs and psychotropic substances, with the exception of pharmacy institutions and having pharmacies of medical and preventive institutions, are submitted to the Ministry of Industry and Trade of the Russian Federation in the form according to Appendix N 2:

Quarterly reports on the number of manufactured drugs and psychotropic substances - no later than May 15, August 15, November 15, February 15;

annual report on the number of manufactured, released and realized drugs and psychotropic substances, information about their stocks as of December 31 of the reporting year and about the plan of their manufacturing for the year, next to the current year, is annually, no later than February 15.

Copies of reports are sent within the specified deadlines to the Federal Service for Drug Control of Drug Control.

5. Legal persons in the prescribed manner, the production of drugs not included in the list containing a small amount of narcotic drugs and psychotropic substances is represented annually, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation in the form according to Appendix N 3:

annual report on the number of narcotic drugs and psychotropic substances used to produce drugs not included in the list containing a small amount of narcotic drugs and psychotropic substances;

Information on the reserves of narcotic drugs and psychotropic substances as of December 31 of the reporting year and about the planned amount of their use for the production of drugs not included in the list containing a small amount of narcotic drugs and psychotropic substances for the year next year.

6. Legal entities that implement in the prescribed manner and the sale of narcotic drugs and psychotropic substances through wholesale organizations are represented annually, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation in the form according to Appendix N 4:

Annual report on the number of released and realized narcotic drugs and psychotropic substances;

information about the reserves of narcotic drugs and psychotropic substances as of December 31 of the reporting year and the planned volume of their holidays and the implementation for the year next year.

Copies of reports are sent within the specified deadlines to the relevant territorial bodies of the Federal Service for Drug Control of Drugs.

7. Legal entities engaged in the prescribed manner importation into the customs territory (exportation from the Customs territory) of the Russian Federation of narcotic drugs and psychotropic substances, represented quarterly reports on the number of imported (exported) drugs and psychotropic substances in the Ministry of Industry and Trade of the Russian Federation The 10th day of the month following the reporting period in the form according to Appendix N 5.

8. Pharmacy institutions and pharmacies Therapeutic and prophylactic institutions in the prescribed manifestation of drugs containing narcotic drugs and psychotropic substances, vacation and the sale of narcotic drugs and psychotropic substances are present annually, no later than February 15, in the relevant territorial bodies of the Federal Service The Russian Federation for Drug Control in the form according to Appendix N 6:

9. Legal persons implementing in the prescribed manner the use of narcotic drugs and psychotropic substances in medical, veterinary, scientific and academic purposes, when conducting examinations with their use or to identify them, are annually, no later than February 15, to the relevant territorial bodies of the Federal Service of the Russian Federation of drug trafficking in the form according to Appendix N 7:

annual report on the number of drugs used and psychotropic substances;

information about the reserves of narcotic drugs and psychotropic substances as of December 31 of the reporting year.

10. Legal entities specified in paragraphs 3, 4 and 6 of these Rules, information about the number of drugs destroyed in the prescribed manner and psychotropic substances is attached to the annual reports.

11. Legal persons carrying out activities related to the turnover of substances under international controls not included in the list are obliged to report on the number of each produced, imported (exported) substance under international control, not included in the list, as well as Reserves as of December 31 of the reporting year.

The number and reserves of substances under international controls not included in the list are indicated in the reports in terms of a valid substance under international control, not included in the list.

12. Legal persons implementing in the prescribed manner the production of substances under international controls are not included in the list every year, no later than February 15, to the Ministry of Industry and Trade of the Russian Federation in the form according to Appendix N 8:

Annual report on the number of substances produced under international monitoring not included in the list;

14. Legal entities engaged in the prescribed manner importation into the customs territory (exportation from the Customs territory) of the Russian Federation substances under international control, not included in the list, are quarterly reports on the number of imported (exported) substances to the Ministry of Industry and Trade of the Russian Federation. under international controls not included in the list, no later than the 20th day of the month following the reporting period, in form in accordance with Appendix N 10.

15. when liquidation - a legal entity or by the liquidation commission, no later than the day, following its exception day, from a single state register of legal entities.

16. The Ministry of Industry and Trade of the Russian Federation on the basis of reports received in accordance with paragraphs 3-6, 12 and 13 of these Rules, constitutes consolidated quarterly reports no later than June 15, September 15, December 15, March 15, and annual reports no later than March 15, forms in forms according to Annexes N 1-4, 8 and 9 and submit them to the Federal Service for Drug Control of Drugs.

17. The Ministry of Industry and Trade of the Russian Federation on the basis of reports received in accordance with paragraphs 7 and 14 of these Rules constitutes consolidated quarterly reports and submit them to the Federal Service for Drug Control of Drug Control:

no later than the 20th day of the month following the reporting period - in form according to Appendix N 5;

no later than 25 May, August 25, November 25, February 25, the year according to Appendix N 10.

18. The Ministry of Health and Social Development of the Russian Federation, taking into account the summary reports obtained in accordance with paragraphs 16 and 17 of these Rules, determines the year following the current year, the need of the Russian Federation in narcotic drugs, psychotropic substances and substances under international control. not included in the list.

Information on the need for narcotic drugs, psychotropic substances and substances under international control, not included in the list, are submitted to the federal service of the Russian Federation on drug trafficking in the term no later than May 31 of the current year under forms according to Annexes N 11 and 12. The information is attached to the description of the method used to determine the need for them, as well as information on the number of practitioners in the Russian Federation doctors, dentists, the number of pharmacy, medical and preventive institutions and hospital beds.

19. The Federal Service of the Russian Federation for Drug Control Uses the information contained in the reports:

For implementation in the prescribed procedure for controlling the turnover in the Russian Federation of narcotic drugs, psychotropic substances and substances under international control, not included in the list;

to confirm the compliance of information about activities related to the turnover of narcotic drugs and psychotropic substances, state quotas approved by Decree of the Government of the Russian Federation dated July 31, 1998 N 864 "On the establishment of state quotas, within which production, storage and importation (export) are carried out narcotic drugs and psychotropic substances "(Meeting of the legislation of the Russian Federation, 1998, N 32, Art. 3909);

1. These Rules in accordance with paragraph 5 of Article 30 and with Article 39 of the Federal Law "On Narcotic Drugs and Psychotropic Substances" establish the procedure for maintaining and storing special journals for registration of operations related to the turnover of narcotic drugs, psychotropic substances and their precursors included in the list Narcotic drugs, psychotropic substances and their precursors to be controlled in the Russian Federation, approved by the Decree of the Government of the Russian Federation of June 30, 1998 N 681 (Meeting of the Legislation of the Russian Federation, 1998, N 27, Art. 3198; 2006, N 29, Art. 3253) (hereinafter - narcotic drugs, psychotropic substances and their precursors).

2. These rules do not apply to the maintenance and storage of special journals for registering operations related to the turnover of narcotic drugs, psychotropic substances and their precursors (hereinafter referred to as journals of registration), in cases where the use of narcotic drugs and psychotropic substances is allowed to implement articles and federal law "On narcotic drugs and psychotropic substances."

3. Legal entities, as well as their divisions that carry out activities related to the turnover of narcotic drugs, psychotropic substances and their precursors are required to conduct registration logs in forms according to Annexes N 1 and 2.

4. Registration of operations related to the turnover of narcotic drugs, psychotropic substances and their precursors are carried out for each name of the narcotic drug, the psychotropic substance and their precursors on a separate deployment of the registration log or in a separate registration log.

5. In carrying out activities related to the circulation of narcotic drugs, psychotropic substances and their precursors, any operations, as a result of which the number and state of narcotic drugs, psychotropic substances and their precursors are changed, are subject to log entry.

6. Registration magazines must be discarded, numbered and fastened by the signature of the head of the legal entity and the seal of a legal entity.

If necessary, the decision of the executive authority of the constituent entity of the Russian Federation is determined by the authority assumed the registration log provided for by Appendix N 1 to this Regulation.

7. The head of a legal entity appoints persons responsible for conducting and storing registration logs, including in divisions.

8. Records in registration logs are made by a person responsible for their maintenance and storage, a ballpoint handle (ink) in chronological order immediately after each operation for each name of the narcotic drug, psychotropic substance or their precursors on the basis of documents confirming the commission of this operation.

Documents or copies of copies confirming the commissioning of the operation with a narcotic, psychotropic substance or their precursors, certified in the prescribed manner, are inserted into a separate folder, which is stored along with the corresponding registration log.

9. The action of paragraph 8 of these Rules does not apply to cases of leave, implementation, acquisition and use of potassium permanganate, acetone, sulfuric and hydrochloric acid, not exceeding 10 kilograms. At the same time, entry in the log journal about the total number of released, implemented, acquired, used precursors is made monthly and documentary confirmation of the appropriate operation is not required.

10. In registration journals, both the names of narcotic drugs, psychotropic substances and their precursors in accordance with the list specified in paragraph 1 of these Rules and other names of narcotic drugs and psychotropic substances and synonyms for precursors under which they are obtained by a legal entity are indicated.

Lists of narcotic drugs, psychotropic substances and their precursors registered as medicines (international non-specific, proprietary, original names or in their absence of chemical names) are recorded by the Federal Service for Supervision of Health and Social Development to the State Register of Medicines.

11. Numbering records in registration magazines for each name of the narcotic drug, psychotropic substance and their precursors are carried out within the calendar year in order of increasing numbers. Numbering records in new registration logs begins with the number following the last number in the filled logs.

The registration magazine regulations that were not used in the current calendar year and are not used in the next calendar year.

12. Recording in registering logs of each operation is certified by the signature of the person responsible for their maintenance and storage, indicating the surname and initials.

13. Corrections in registration magazines are assigned by the signature of the person responsible for their maintenance and storage. Susks and incomplete corrections in registration magazines are not allowed.

14. Legal entities per month in accordance with the established procedure inventory of narcotic drugs and psychotropic substances, as well as reconciliation of precursors by comparing their actual availability with accounting data (book residues).

In registration logs, it is necessary to reflect the results of the inventory of narcotic drugs and psychotropic substances and reconciliation of their precursors.

Discrepancies or inconsistencies of the results of the reconciliation of precursors are brought to the attention of the relevant territorial body of the Federal Service for Drug Control of Drug Control within 10 days from the moment they are detected.

15. The magazine registration of narcotic drugs and psychotropic substances is stored in a metal cabinet (safe) in a technically reinforced room. The keys to the metal cabinet (safe) and the technically fortified premises are at the person responsible for keeping and storing the registration log.

16. The magazine registration of precursors of narcotic drugs and psychotropic substances is stored in a metal cabinet (safe), the keys from which are at the person responsible for keeping and storing the registration log.

17. On the basis of records in the relevant log of registration, legal entities submit in the prescribed manner reports on activities related to the turnover of narcotic drugs and psychotropic substances.

18. Filled registration journals together with documents confirming the implementation of operations related to the trafficking of narcotic drugs, psychotropic substances and their precursors, surrender to the archive of a legal entity, where they are stored within 10 years after making the last record. After the expiration date, the registration magazines are subject to destruction on the act approved by the head of the legal entity.

19. In case of reorganization or liquidation of a legal entity, registration journals and documents confirming the implementation of operations related to drug trafficking, psychotropic substances and their precursors are stored:

during reorganization - a new legal entity or a successor (successors) in accordance with the transfer act or separation balance;

when liquidation - to the state archive in accordance with the legislation of the Russian Federation.

1. These Rules establish the procedure for submission:

reports on activities related to trafficking in narcotic drugs and psychotropic substances included in the list of narcotic drugs, psychotropic substances and their precursors subject to control in the Russian Federation, approved (hereinafter respectively - narcotic drugs and psychotropic substances, the list), and information on their holdings As of December 31, the reporting year;

reports on activities related to substances trafficking, under international control under the Convention on Psychotropic Substances of 1971 (hereinafter - substances under international control) are not included in the list, and information on their holdings as at 31 December of the year ;

information on the Russian Federation's annual requirements for narcotic drugs and psychotropic substances as well as substances under international control, is not included in the list.

The number and reserves of narcotic drugs and psychotropic substances in the reports are indicated in terms of the active drug and psychotropic substance.

2 (1). Legal persons carrying out activities related to substances trafficking, under international control, is not included in the list are required to report the amount of each produced, imported (exported) substances under international control, is not included in the list, as well as its holdings of Registration on December 31 of the reporting year.

quarterly reports on the number of drugs produced and psychotropic substances - no later than May 15, August 15, November 15, February 15;

annual report on the number produced, released and sold narcotic drugs and psychotropic substances, information on their holdings as at 31 December of the year and plan their production in the year following the current year, - annually, no later than 15 February (under the current track Understand the year in which reporting is represented).

Legal entities engaged in the established order the production, release and sale of narcotic drugs and psychotropic substances, with the exception of pharmaceutical organizations, health care organizations with pharmacy organizations, medical institutions located in rural areas and remote from populated centers, where there are no Pharmacy organizations, and medical organizations that have separate divisions located in rural and remote settlements in which there are no pharmacy organizations are submitted to the Ministry of Industry and Trade of the Russian Federation in the form according to Appendix N 2:

quarterly reports on the number of the manufacture of narcotic drugs and psychotropic substances - no later than May 15, August 15, November 15, February 15 of the year;

Copies of reports are sent within the deadline to the Ministry of Internal Affairs of the Russian Federation.

5. Legal entities engaged in the established order the production of medicines not included in the list, containing a small quantity of narcotic drugs and psychotropic substances are annually not later than 15 February, the Russian Federation Ministry of Industry and Trade in compliance with Appendix N 3:

annual report on the number of narcotic drugs and psychotropic substances used for the production of drugs not included in the list containing a small amount of narcotic drugs and psychotropic substances;

information on the reserves of narcotic drugs and psychotropic substances as of December 31 of the reporting year and about the planned amount of their use for the production of drugs not included in the list containing a small amount of narcotic drugs and psychotropic substances for the year next year.

5 (1). Legal entities engaged in the established order the production of pharmaceutical preparations containing substances under international control, is not included in the list are annual, not later than 15 February, the Russian Federation Ministry of Industry and Trade in compliance with Appendix N 3 (1):

annual report on the number of substances under international control, is not included in the list used for the manufacture of drugs;

information about the substances stockpiles under international control, is not included in the list, as at 31 December of the year and the planned scope of their use for the production of drugs in the year following the current year.

annual report on the number of released and realized narcotic drugs and psychotropic substances;

Copies of reports are sent within the specified deadlines to the relevant territorial bodies of the Ministry of Internal Affairs of the Russian Federation.

7 (1). Legal entities engaged in the prescribed manner the importation into the customs territory (export from the customs territory) of the Russian Federation of substances under international control, is not included in the list are in the Russian Federation Ministry of Industry and Trade of the quarterly reports on the number of imported (exported) substances in Under international control, not included in the list, no later than the 20th day of the month following the reporting period, in form in accordance with Appendix N 5 (1).

8. Pharmaceutical organizations, medical organizations with pharmacy organizations, medical organizations located in rural areas and remote from populated centers, where there is no pharmacy organizations, and healthcare organizations with separate units located in rural and remote areas in where there are no pharmaceutical company engaged in the prescribed manner the manufacture of pharmaceutical preparations containing narcotic drugs and psychotropic substances, release and sale of narcotic drugs and psychotropic substances are annually, no later than February 15, in the corresponding territorial bodies of the Ministry of internal Affairs of the Russian Federation according to the Annex N 6:

annual report on the number of manufactured, released and realized drugs and psychotropic substances;

9. Legal entities engaged in the prescribed manner the use of narcotic drugs and psychotropic substances for medical, veterinary, scientific and educational purposes, with the expertise to use them or to identify them are annual, not later than February 15, in the corresponding territorial bodies of the Ministry of Internal Affairs Of the Russian Federation according to Appendix N 7:

annual report on the number of drugs used and psychotropic substances;

information about the reserves of narcotic drugs and psychotropic substances as of December 31 of the reporting year.

16. 17. The Ministry of Trade and Industry on the basis of reports received in accordance with paragraphs 7 and 7 (1) of this Regulation is consolidated quarterly reports and submit them to the Ministry of Internal Affairs of the Russian Federation:

no later than the 20th day of the month following the reporting period - in form according to Appendix N 5;

Copies of reports are sent within the deadline to the Ministry of Health of the Russian Federation.

18. The Ministry of Health of the Russian Federation, taking into account the summary of reports received in accordance with paragraphs 16 and 17 of this Regulation shall be determined on the year following the current year, the Russian Federation need for narcotic drugs and psychotropic substances as well as substances under international control, Not included in the list.

Information about the need for narcotic drugs and psychotropic substances for the next year is submitted to the Ministry of Internal Affairs of the Russian Federation no later than May 31 of the current year in accordance with Appendix N 11.

Information on the need for substances under international controls not included in the list is submitted to the Ministry of Internal Affairs of the Russian Federation no later than May 31 of the current year in accordance with Appendix N 13.

The information provided in the N 11 and 13 applications to these Rules is attached to the description of the method used to determine the need for them, as well as information on the number of practitioners in the Russian Federation doctors, dentists, the number of pharmacy, medical organizations and hospital beds.

19. The Ministry of Internal Affairs of the Russian Federation uses the information contained in the reports:

for implementation in accordance with established procedure control over the turnover of the Russian Federation of narcotic drugs and psychotropic substances as well as substances under international control, is not included in the list;

to verify compliance with information about activities related to trafficking in narcotic drugs and psychotropic substances, the state quotas within which each year in the production, storage and import (export) of narcotic drugs and psychotropic substances, established by the RF Government Decree of 22 June 2009 N 508;

Keeping and storing special registration logs
Operations associated with drug trafficking
And psychotropic substances

1. These Regulations prescribe the procedures for keeping and storing logs of special operations related to narcotic drugs and psychotropic substances included in the list of narcotic drugs, psychotropic substances and their precursors subject to control in the Russian Federation approved by the RF Government Decree dated 30 June 1998 G. N 681 (hereinafter - narcotic drugs and psychotropic substances), as a result of which the number and condition of narcotic drugs and psychotropic substances change.

2. These Rules do not apply to the maintenance and storage of special journals for registration of operations related to the turnover of narcotic drugs and psychotropic substances (hereinafter referred to as logbooks), in cases where the use of narcotic drugs and psychotropic substances without a license for the implementation of articles 35 and 36 Federal law "On narcotic drugs and psychotropic substances."

3. Legal entities, as well as their divisions, carrying out activities related to the turnover of narcotic drugs and psychotropic substances, are required to conduct registration logs in the form according to Appendix N 1 on paper or electronically.

4. Registration of operations related to narcotic drugs and psychotropic substances, is conducted for each type of narcotic drugs and psychotropic substances on a separate sheet of expanded log or in a separate log.

5. In the implementation of activities associated with narcotic drugs and psychotropic substances, any operation resulting in the change quantity and the state of narcotic drugs and psychotropic substances shall be entered in the logbook.

Determination units account for changes in the number and condition of narcotic drugs and psychotropic substances is determined by the legal entity or the head of the structural unit of the legal entity with regard to the shape of the corresponding release of drugs and psychotropic substances.

6. Logs, designed on paper, should be stitched, numbered and countersigned by the head of the legal person and the seal of the legal entity (printing stock).

Sheets logs filled out electronically, monthly printed, numbered and signed by the person responsible for their maintenance and storage, and brochures by name narcotic drugs or psychotropic substances, dosage, dosage form (in the case of a narcotic drug or psychotropic substance is a drug ).

At the end of the calendar year, the bound sheets monthly magazine registration are made in the logbook, sealed by indicating the number of sheets and certified by the signature of the person responsible for the maintenance and storage of the log, the head of the legal person and the seal of the legal entity (printing stock).

7. The head of a legal entity appoints persons responsible for conducting and storing registration logs, including in divisions.

8. Entries in the register are made by a person responsible for their maintenance and storage, with the frequency established by the legal entity, but at least once during the day of the transaction with narcotic drugs and psychotropic substances on the basis of documents confirming the transactions.

Documents or copies of copies confirming the commissioning of a drug or psychotropic substance, certified in the prescribed manner, or are energized into a separate folder, which is stored with the relevant logging log, or are stored in the archive of a legal entity with the ability to submit them at the request of controlling authorities.

9. Entry from July 22, 2010. -.

10 in the register specified as the name of the narcotic drugs and psychotropic substances in accordance with the list referred to in paragraph 1 of this Regulation, and the other names of the narcotic drugs and psychotropic substances, under which they obtained legal personality.

Lists of narcotics names and psychotropic substances registered as medicines (international generic, proprietary, original names, or in their absence, the chemical names) entered the Russian Federation Ministry of Health in the state of medicines registry for medical use, the Federal Service for Veterinary and Phytosanitary Surveillance - to the state register of medicines for veterinary use.

11. Numbering of entries in the register for each type of narcotic drugs or psychotropic substances carried out within the calendar year in ascending order. Numbering records in new registration logs begins with the number following the last number in the filled logs.

The registry logs of registration logs are not used in the current calendar year are firing and are not used in the next calendar year.

12. A log entry recording each transaction shall be signed, including a reinforced qualified electronic signature of the person responsible for their maintenance and storage, with the name and initials.

13. Corrections in registration magazines decorated on paper, are assigned by the signature of the person responsible for their maintenance and storage. Suscomers and incomplete corrections in registration magazines decorated on paper, are not allowed.

14. Entities monthly carried out in the prescribed manner inventory of narcotic drugs and psychotropic substances by comparing the actual availability of data from the register (book-residues).

In registration magazines, it is necessary to reflect the results of the inventory of narcotic drugs and psychotropic substances.

15. The registration magazine is stored in a metal cabinet (safe) in a technically reinforced room. The keys to the metal cabinet (safe) and the technically fortified premises are at the person responsible for keeping and storing the registration log.

Access to the information system with which registration log is carried out in electronic form, have those responsible for maintaining and storing the registration log.

16. Entry since July 22, 2010. - Decree of the Government of the Russian Federation of 09.06.2010 N 419.

18. Filled registration journals together with documents confirming the implementation of operations related to the trafficking of narcotic drugs and psychotropic substances, surrender to the archive of a legal entity, where they are stored within 5 years after making the last record. After the expiration date, the registration magazines are subject to destruction on the act approved by the head of the legal entity.

19. In the event of the reorganization or liquidation of a legal entity, registration journals and documents confirming the implementation of operations related to the turnover of narcotic drugs and psychotropic substances are stored:

during reorganization - a new legal entity or a successor (successors) in accordance with the transfer act or separation balance;

when liquidation - to the state archive in accordance with the legislation of the Russian Federation.
