Earlier, in Soviet times, all universities distributed graduates to different regions of the country, where the newly minted specialist was supposed to start his career. Against the background of hundreds of thousands of certified lawyers, economists and managers, many applicants do not find such professions as veterinarian, ecologist, historian quite prestigious - the problem of employment in the specialty remains quite acute. Training in targeted areas to a certain extent solves the problem of personnel: its essence is that the state or a private enterprise pays for the student's education. After graduation, a young specialist must find a job in the organization from which he received the recommendation and work in it for 3-5 years.

If the graduate refuses to "work out", he will have to return the entire amount spent on his vocational training.

Getting an education in this way can be called preferential, since it is easier to enter the desired faculty - the passing score according to the USE results is lower. In rare cases (when it comes to a popular specialty), the requirements for competitors can be quite stringent. One direction is issued only to one specific person, it cannot be transferred to another applicant, it is prohibited to use it for admission to several universities.

Targeted admission implies training on the basis of agreements drawn up between a representative of a higher education institution and:

  • a federal state body (for example, the General Prosecutor's Office of the Russian Federation, the Main Directorate of the Investigative Committee of the Russian Federation);
  • a state authority of a constituent entity of the Russian Federation (for example, with a municipal body of a constituent entity of the Russian Federation on the allocation of target places for training at medical universities);
  • a state municipal institution (referral from a school, gymnasium to pedagogical universities);
  • a state-owned company or an enterprise where there is a share of state funds in the authorized capital (Rosneft, Gazprom);
  • a commercial enterprise that has the means to pay for the education of its future personnel.

Basically, referrals are received from the state: these can be law enforcement agencies (prosecutors), medical institutions, educational institutions that count on the interest of young teachers-graduates in them, etc. Large enterprises can also pay for the education of students. The procedure for obtaining the opportunity to study at the expense of a state or other organization is different in each specific case, since the general provisions are adjusted taking into account the profile of the chosen specialty and the rules of the educational institution.

By the way, the legislation on education allows targeted admission to training and those who graduated from school not this year, but earlier. For such citizens, in addition to the list of required documents, it is necessary to submit data on work or study for the period from the moment of receiving secondary education to admission.

Over the past twenty years, the prosecutor's office has been actively using the recruitment of personnel through the targeted direction. It is not so easy to replenish the ranks of prosecutors - you need to pass a number of special tests and meet certain requirements that apply to civil servants. In addition, work in law enforcement agencies implies resistance to stress, dedication to one's work, high moral principles and excellent knowledge of the Russian language, history, etc. If you meet the listed criteria, you can get a referral to study at a university from the prosecutor's office.

To do this, you need to contact the regional prosecutor's office or a specialized department (transport, environmental) and, within the time specified on the official website (usually before June 20, 2016, in which it is planned to enter the institute), apply for a referral.

The following documents must be submitted with the application:

  • a certificate (if it has not yet been received, then a statement of academic performance for the first half of the year);
  • his consent to work in the prosecutor's office;
  • autobiography, personal record of personnel;

Various circumstances may result in refusal for extradition. If it so happens that for some reason a graduate cannot become an employee of the prosecutor's office or has worked in a position for less than five years, the full cost of training is collected from him.

The targeted training of future physicians is regulated by the adopted decrees of the federal level: the state is especially interested in qualified personnel in the medical field, and large sums from the country's budget are spent on this every year.

For the issuance of targeted referrals to a medical university, it is necessary to make a decision by a special commission of the regional municipal authority. A thorough monitoring of the labor market is carried out, conclusions are drawn about the lack of specialists of a certain category in numerical terms.

An applicant wishing to receive a targeted referral to study in a medical specialty must submit to the municipal authority a certificate of completed secondary education, as well as collect the required number of "passing" points. The target technique, which was extremely popular in Soviet times, is back in fashion. Some see this as a throwback to state distribution. In reality, everything is much more democratic: to act or not to act on a referral from an organization is your business, and it is not so strictly necessary to work off five years after graduation from the university as in the old days.

The government of the Russian Federation has long and seriously worried about the decrease in the efficiency of expenses for training specialists. In some sectors, for example, in agriculture, medicine, education, there is an acute shortage of personnel. There is simply no one to work in the most important spheres supporting the economy and culture of the country! Therefore, the State Plan for Personnel Training, the Decree of the Moscow Government and about 25 more documents and orders appeared, designed to establish the educational process and revive the target reception. And applicants have expanded opportunities: they can apply to budget, commercial or targeted places.

According to the law of 2004, targeted training of specialists is carried out at the request of municipalities at the expense of the federal budget. A commission is being created to find out what kind of specialists are needed by the enterprises of the region, and accumulates this information. The municipality also finds applicants for target places.

But for the time being, the former scheme of targeted admission continues to operate in universities: when applicants are sent by specific enterprises, which pay for their education. Targeted admission is practiced in many well-known universities in Moscow: Peoples' Friendship University of Russia (RUDN), Russian State Medical University (RSMU), State University of Management (GUU), Russian Economic Academy. Typically, targeted admission for residents of Moscow and the Moscow region does not differ from that for residents of other regions and is regulated by the "Regulations on targeted admission". However, for example, in agricultural universities, preference is given to children from the provinces, who are directed by agro-industrial enterprises. And in some educational institutions, places are provided specifically for accepting applicants from Chechnya or for graduates of schools in Moscow and the Moscow region. In some universities, "target students" are accepted only for daytime education (RSMU), in others - and for evening education (MGIU).

Competition is required

Applicants in the targeted direction are subject to a separate competition - as a rule, it is not large. However, in the secretariat of the Moscow State Agroengineering University. V.P. If, for example, there are few applicants this year, then in the next year, enterprises may send too many applicants, and the competition will not be lower than for budget places. The only "but" is that a certain faculty is indicated in the direction, and you will not be able to urgently switch to another.

The number of target places is regulated by educational institutions. The main condition is that admission must be carried out by competition. The rules of some universities set at least 2 people per place, others - 1.2. If there are too few applicants, then the places are reduced. But the university has no right to increase the number of places after the start of entrance examinations.

Usually, in order to be among the students, it is enough to pass exams for at least three grades. For example, for state employees the passing score can be 40, and for target students for the same specialty - only 29. It is really easier to enroll in the direction - on such preferential terms, only inveterate failing students do not get into the university. The only problem for the average applicant is getting a referral. It is easily given to future doctors, teachers and agricultural workers, who are then ready to work in the outback. In universities of the corresponding profile, in some specialties, up to 40% of budget places are targeted. And in more prestigious educational institutions, relatives or children of officials often study at the expense of the state. Upon graduation, they find a compelling and valid reason not to fulfill the terms of the contract. So it turns out that the main idea of ​​targeting is practically not implemented.

Those applicants who enter the general competition are unhappy with the innovation. Due to the fact that part of the budget places goes to target groups, they have to withstand exams tougher competition. As a result, students study for free, who, perhaps, do not always deserve it, but managed to get directions. And the more capable find themselves "overboard" or are forced to pay for education themselves.

Some experts see the way out in the "depersonalization" of the target reception. In other words, municipalities should provide information on the number of specialists needed, but not target lists. And universities will select the best for the allocated places from those who would like to study in the areas. And only after enrollment, freshmen will conclude contracts.

Due to the fact that an enterprise or department undertakes to pay for its training or allocate funds from the budget for its training, the applicant does not participate in the general competition, and the entrance tests pass through a special competition (but not out of competition, as many mistakenly believe). In case of successful passing of the tests, he is enrolled in the chosen faculty, studies there, and after graduation he goes to work at the enterprise that vouched for him. The obligations of the enterprise to the student, the student to the enterprise, as well as the enterprise to the university are formalized in a tripartite agreement. At the same time, we consider it necessary to note that target admission to Russian universities is divided into two types: target recruitment according to the quota of the Ministry of Education and Science of the Russian Federation (for government departments) and targeted contract training(for those who come with a referral from businesses). And although the term "target set" legally refers only to the first type, in everyday life it has been expanded.

The target recruitment system is fraught with a lot of features that applicants who dream of enrolling in the target direction must know.

Who's on the lists?

The lists of those for whom the enterprise will apply at the university include applicants who are in some way already familiar with this enterprise. It turns out that you have to be acquaintances from school. So it is - the managers of enterprises "look after" their future cadres precisely at the stage when they are in school. What are the ways to "watch" are there? For example, all kinds of competitions that the company conducts among students of the region. Or meetings with schoolchildren at the enterprise. Or thematic Olympiads organized or sponsored by an enterprise. Leaders observe: who has a burning eye, who expresses interest, who shows himself from the best side - he has every chance of getting into the coveted list of applicants to be sent. For example, the TATNEFT enterprise has been selecting potential personnel in this way for several decades and sending them to study at oil universities in Russia.

Even in "target groups" applicants usually fall, whose parents have been working at the enterprise for many years, have authority. Children often choose the profession of parents, and in such cases, the management of the enterprise meets them halfway.

There are also great chances for those who have a secondary specialized education and are already working at the enterprise. Usually, the leadership of the university supports their desire to continue their studies and get higher education, and gives the coveted direction.

Admission and training

The fact that an applicant is on the target list does not at all mean that he will be admitted to a university without a competition. According to the rules, the competition in this case must be at least 1.2 people per seat. Of course, this is not such a serious test as the general competition, but nevertheless, according to the USE, the strongest applicants are selected.

There is one nuance here - according to the contract, a student who enrolled in targeted training must study satisfactorily. And this, accordingly, requires the ability and knowledge of the school base. Therefore, competition in the target set is necessary.

Employment

There is only one employment option for those who studied in the target direction, for whose studies the company paid or for whose studies funds were allocated from the regional budget, only one - to return and work out the due date (which is spelled out in the contract) where he was sent from. This is, on the one hand, a plus, on the other, a minus. Why?

The situation can be as follows: the student studied at a prestigious Moscow university, after graduation from which you can find a decent job in the capital, and the direction was given by the administration, for example, of the Irkutsk region. He is supposed to return to the Irkutsk region.

Another situation: a student studied under a targeted contract in one city, but got married during her studies at the university. She, too, is supposed to return and work out the due date, even if the family does not plan to move.

It is clear that life situations develop in different ways, and it is impossible to assume what awaits a person in the next five years. Therefore, in a tripartite contract, which is signed with the applicant, it is indicated that if he violates the terms of the contract, he undertakes to return the amount spent on his training to the company, and in some cases a fine is added to the amount. However, each situation is considered separately, and in some situations there are even legal loopholes (for example, pregnancy of a graduate or the state of health of a graduate). As a rule, graduates who disagree with their fate turn to lawyers specializing in such cases. Practice shows that someone manages to "skip" from employment, while someone, for example, has to report to the prosecutor's office.

Nuances of targeted reception

Speaking about target admission, it is difficult to generalize information, since each university, each enterprise makes its own adjustments to the contracts, however, let's say about some features of target admission.
1. Target recruitment, as a rule, goes to industry universities (energy, oil and gas, communications, light industry, etc.).
2. The order for the enrollment of “target students” appears before the order for the enrollment of other students. This is a plus for those applicants who did not pass the target recruitment - there is still time to submit documents on a general basis.
3. In 2011, the target enrollment for quotas from the Ministry of Education and Science was no more than 20% of the total number of budget places allocated at the university, while in 2010 the share was higher - 25%. In 2012, according to the Minister of Education and Science of the Russian Federation Andrei Fursenko, the target admission will be reduced by another five percent and will be 15%.
4. With regard to the CPC (target contract training), the university has the right, in agreement with the founder, to establish a higher proportion of applicants.
