The idea of ​​creating a public library in Ryazan originated in the 1830s. The basis for it was a government circular on the establishment of public libraries in the provincial cities of the country. It was assumed that all the costs of the device will be covered by private donations, but the money and books raised were not enough.

They returned to the project of opening a public library in Ryazan in the middle of the 19th century. The collection of donations from the population was announced again. The Ryazanskie Gubernskiye Vedomosti newspaper published lists of donors, including the honorary trustee of the Ryazan gymnasium Nikolai Gavrilovich Ryumin, merchant of the 1st guild, collector of Ryazan antiquity, fabulist Alexander Vasilyevich Antonov and many others.

The new institution is located in the city center, in the apartment of the merchant Solovieva (now the intersection of Voznesenskaya and Lenin streets, formerly Astrakhan). The rent was paid from the annual contributions of the committee members. Reading on the premises of the library was free, in contrast to the "subscription"; the cost of the latter was 6 rubles per year, 4 rubles for six months and 1 ruble for a month. At the time of opening - January 14 (2 st. Art.) January 1858 - the collection of the library consisted of 609 titles of books in 1275 volumes, 4300 issues of periodicals.

The first librarian was K.P. Arkhangelsky.

Despite the undoubted influence on the cultural life of Ryazan, by the end of the 19th century, the popularity of the library among Ryazan residents had significantly decreased. Affected by the reduction in funding and, as a result, the dilapidation of funds, a sharp decrease in subscriptions to magazines and newspapers.

In the first years of Soviet power, several libraries were created in Ryazan, which, during their short existence, were in a mode of constant merger and transformation. One of them, the Central Provincial Library, was merged with two other libraries of the city in a year. At that time, its fund consisted of more than forty thousand volumes; the staff consisted of twelve employees.

In 2008, construction began on a new library building (an extension to the main building). The costs of the project from the federal and regional budgets amounted to almost 190 million rubles.

On October 4, 2011, the opening ceremony of the new building took place. The event was attended by representatives of the regional and city administration, the media, and other guests of honor.

Thanks to the opening of the new building, the library departments will be reorganized, the range of services provided will expand, including with the use of modern information technologies. The building will have a cafe, a book and reading center, several reading rooms, including those with electronic literature, a service and bibliographic center, and a book depository. In addition, library readers will be able to use the WiFi zone, and visitors with disabilities will be able to use specially equipped ramps and workstations.
