In order to implement the Federal Law of July 13, 2015 N 238-FZ "On Amendments to the Federal Law" On Education in the Russian Federation "(Collected Legislation of the Russian Federation, 2015, N 29, Art. 4364) I order:

approve the attached changes that are made to the Procedure for admission to training in educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation dated January 23, 2014 N 36 (registered by the Ministry of Justice of the Russian Federation on March 6, 2014, registration N 31529) ...

The procedure for admission to training in programs of secondary vocational education has been adjusted.

Some of the changes are due to the amendments to the Law on Education. So, professional educational organizations endowed with the right to implement vocational training programs as the main goal of their activities.

It was decided to write in more detail the peculiarities of receiving certain categories of citizens. So, if it is necessary to create special conditions when conducting entrance examinations persons with disabilities and persons with disabilities additionally provide a document confirming their disability or disabilities.

It has been established that in the presence of free places remaining after enrollment, including according to the results of entrance examinations, admission to the organization is made until December 1 of the current year.

CHANGES THAT ARE MADE IN THE ORDER OF ADMISSION TO TRAINING ON EDUCATIONAL PROGRAMS OF SECONDARY VOCATIONAL EDUCATION, APPROVED BY THE ORDER OF THE MINISTRY OF EDUCATION AND SCIENCE OF THE RUSSIAN FEDERATION OF 36

1. Paragraph one of paragraph 1

2. The ninth paragraph of clause 18.1 after the words "entrance examinations for" shall be supplemented with the words "disabled and".

a) the first paragraph after the word "is conducted" shall be supplemented with the words "for the first year";

b) in the second paragraph, the words "for the first year" shall be deleted;

4. In the third paragraph of clause 21.1, the words "document on education and (or) qualifications" shall be replaced by the words "document on education and (or) document on education and qualifications;".

a) paragraphs three and four shall be stated in the following edition:

"the original document (documents) of a foreign state on education and (or) a document on education and qualifications (hereinafter referred to as a document of a foreign state on education), if the education certified by this document is recognized in the Russian Federation at the level of the corresponding education in accordance with Article 107 of the Federal Law<5>(in the case established by the Federal Law - also a certificate of recognition of foreign education);

a duly certified translation into Russian of the document of a foreign state on education and its annexes (if the latter is provided for by the legislation of the state in which such a document was issued); ";

b) footnote 5 shall be stated in the following edition:

6. Supplement with clause 21.3 as follows:

"21.3. If it is necessary to create special conditions during entrance examinations - disabled people and persons with disabilities, in addition - a document confirming disability or disabilities requiring the creation of these conditions."

a) the fifth paragraph shall be stated in the following edition:

"on the previous level of education and a document on education and (or) a document on education and qualifications confirming it";

b) supplement with a new eighth paragraph as follows:

"the need to create special conditions for the applicant during the entrance examinations in connection with his disability or limited health.";

c) paragraphs eighth - twelfth shall be considered paragraphs nine - thirteenth, respectively;

d) paragraph twelve shall be stated in the following edition:

"familiarization (including through Information Systems general use) with the date of submission of the original document on education and (or) document on education and qualifications. ".

9. Footnote 8 should be deleted.

13. In the title of Chapter VI, after the words "entrance examinations for", add the words "disabled and".

a) the words "documents on education" shall be replaced by the words "documents on education and (or) documents on education and qualifications";

b) the second paragraph shall be stated in the following edition:

"If the number of applicants, including applicants who have successfully passed the entrance tests, exceeds the number of places, financial security which is carried out at the expense of budgetary allocations from the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets, the educational organization carries out admission for training in educational programs of secondary vocational education based on the results of the development of applicants educational program basic general or secondary general education specified in the submitted documents on education and (or) documents on education and qualifications. ".

19. Supplement with paragraph 44 as follows:

"44. If there are free places left after enrollment, including according to the results of entrance examinations, enrollment in an educational organization is carried out until December 1 of the current year."

8. Clause 23 shall be amended as follows:

"23. Upon admission to training in specialties included in the list of specialties, upon admission to training in which applicants undergo compulsory preliminary medical examinations (examinations) in the manner established at the conclusion employment contract or a service contract for the relevant position or specialty, approved by the Decree of the Government of the Russian Federation of August 14, 2013 No. 697 (7), applicants undergo compulsory preliminary medical examinations (examinations) in the manner prescribed when concluding an employment contract or service contract for the relevant position, profession or specialty. "

9. Footnote 8 should be deleted.

12. Supplement with clause 31.1 as follows:

"31.1. The results of entrance examinations are evaluated according to the credit system. Successful completion of the entrance examinations confirms that applicants have certain creativity, physical and (or) psychological qualities necessary for training in the relevant educational programs. ".

14. In paragraph 32 the words “Persons with disabilities” shall be replaced by the words “Disabled persons and persons with disabilities”.

15. In paragraph 33:

a) the second paragraph after the words "held for" shall be supplemented with the words "disabled and";

b) in the third paragraph, the words “presence of an assistant” shall be replaced by the words “presence of an assistant from among the employees of the educational organization or involved persons”.

16. In the first paragraph of clause 36, the words “marks for the admissions test” shall be replaced by the words “the result of the admissions test”.

17. Clause 42 shall be amended as follows:

"42. The applicant submits the original document on education and (or) document on education and qualifications within the time limits established by the educational organization. "

18. In paragraph 43:

a) the words "documents on education" shall be replaced by the words "documents on education and (or) documents on education and qualifications";

b) the second paragraph shall be stated in the following edition:

“If the number of applicants, including applicants who have successfully passed the entrance tests, exceeds the number of places, the financial support of which is carried out at the expense of budgetary allocations from the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets, the educational organization accepts for training in educational programs of secondary vocational education on the basis of the results of mastering by the applicants of the educational program of basic general or secondary general education, indicated in the documents submitted by the applicants on education and (or) documents on education and qualifications. ”.
