During the implementation period, the program was able to lay the foundations for identifying, identifying, taking into account the most valuable part of the country's library fund, to carry out considerable work on the creation of a regulatory and scientific and methodological base. For the 10 years of the implementation of the National Program near specialists from the federal and central libraries of Russia regions, special training was held both in the system of additional vocational training and prompt advanced training on the basis of the largest federal centers. This made it possible to largely form a new professional environment and a new ideology of preserving library funds.


The tasks set at the first stage are mainly solved: o For the first time in Russia, planned activities to ensure the safety of library funds received comprehensive government financing for all allocated priority areas and is implemented in practice. The system activity has begun and successfully develops for the majority of NP directions. o changed to a better attitude to the problems of preserving library funds in the library community, and in a number of regions - and the authorities. In order to ensure controlling the storage regimen of library funds in the Foundationers of the Library, the Conservation sector monitors the temperature and humidity of the storage mode. As part of the implementation of measures for the project "Development of the Regional Center for the Preservation of Library Funds on the basis of the National Library of the Republic of Komi", temperature loggers and humidity were purchased.


The readings automatically accumulate in the instrument memory, and, if necessary, can be displayed on a computer in graphical form or in the form of statistical tables. A comparative analysis of data on changes in indicators carried out on the computer allows monitoring the temperature and humidity regime and, if necessary, take measures to create the storage conditions according to GOST.


In addition, it is very important to monitor temperature and humidity within books, newspapers, magazines. This is especially becoming relevant in emergency situations, damage to a large array of documents with water. A portable Hygropalm manual meter allows, in the process of examining the storage conditions of documents, identify publications with high levels of humidity, which, in turn, makes it possible to prevent infection of publications by molding microorganisms.

Along with the monitoring of the temperature and humidity storage mode, the conservation sector works to maintain the necessary sanitary and hygienic storage mode, performs micrological supervision. Sector specialists conduct inspection of documents for damage to their mold mushrooms. If necessary, disinfection processing of documents by biocide.

Stabilization of documents
One of the most important factors affecting the physical state of the book is the level of acidity of paper. As domestic and foreign scientists, the negative effect of increased acidity of paper on its preservation has repeatedly been proven, in connection with which the sector, if necessary, work is carried out to determine the level of acidity of paper editions of national and local literature, rare and valuable documents of the XIX-XX centuries. The acidity of the paper is determined by the pH meter.

Phase conservation - temporary storage of documents in containers from harmless material for paper (softless cardboard). The purpose of the phase conservation is the protection of rare and especially valuable documents from mechanical damage and the impact of aggressive environmental factors.

For the same purpose, the conservation sector works on the selection of sheet materials located in unsatisfactory physical condition and requiring additional measures to ensure safety. In order to prevent their further destruction, these documents pass the encapsulation procedure (documents are placed in a transparent polymer film). The encapsulation protects the document from dust, moisture, reduces the mechanical load during operation.

The society is always responsible in front of future generations for the preservation of world cultural heritage. This provision is especially relevant in our time when, on the one hand, there is a deep understanding of the incredit value of the monuments of history and culture that have reached us, and on the other hand, the danger of their destruction is increasingly increasing in the major cities of the environmental situation, economic and political instability, cases of vandalism and negligent attitudes towards documents, as well as because of it is often simplified access to them.

Libraries, whatever values \u200b\u200bthey have been kept, are designed to provide them with access, provide them with the user. Consequently, it is objectively necessary to perform conflicting functions: storage of cultural and history monuments and at the same time ensuring access to these current and future generations. It should be remembered that libraries are institutions that are directly material, professional and moral responsibility to future generations for the preservation of achievements accumulated by humanity.

Documents stored in libraries are mainly implemented on paper and gradually destroy during storage and use. The fact that the issues of preservation of funds are increasingly becoming the subject of special library studies, not by chance. Knowledge and experience in the preservation and restoration of cultural and art values \u200b\u200bare very significant when society comes to understanding the need to create effective funds and methods for ensuring the preservation of cultural heritage for contemporaries and future generations.

In recent decades, priorities are given to the forms of preventive conservation, allowing to maximize the safety of the possibility of more documents with minimal intervention in the structure of the documents themselves, and, accordingly, to achieve the most economical form of work. In Russia, preventive conservation as an independent activity in the field of ensuring the safety of library funds began to be made relatively recently.

If we appeal to the history of the study of the problem, then research the advantages of preventive measures in the provision of safety was carried only episodic. One of the first domestic libraries involved in the circle of their scientific interests to study issues of introducing preventive measures in ensuring preservation were L.B. Khavin and Yu.V. A great contribution to the study of this scientific subject was made by the works of the conservation departments of major libraries: the Russian State Library, the Russian National Library, the All-Russian State Library of Foreign Literature, the Library of the Russian Academy of Sciences, as well as the Laboratory of Conservation and Restoration of Documents of the Russian Academy of Sciences.

Theoretical and practical issues of preventive conservation were developed by chemist scientists and biologists: Yu.P.Nukshoy, DP Eerastov, S.A. Dobrusina, O.I. Perminova, Z.P. Dvyvoshina and others.

The very concept of "preventive conservation" was introduced into the practice of ensuring the safety of foreign researchers in the late 80 - early 90s. of our century. Specialists of the Institute of Conservation Institute of Conservation were the greatest contribution to the development of this direction. P. Despite the increase in interest in the problem of preventive conservation, many parties of this process have not yet been studied, it is necessary to unite the intellectual efforts of specialists working in different fields of library affairs. To date, the place and importance of preventive conservation forms in modern library science is not defined. Russia does not contain systematic training of specialists of a different level on preventive preservation issues. The existing experience of practical activity of libraries in this regard is still essentially not studied, not summarized and not analyzed.

The degree of development and specific features of the problem determined the formulation of the purpose of this dissertation study:

Expand the scope of research activities of libraries by inclusion in the library science of the circle of preventive conservation issues;

Show the importance of this area in ensuring the safety of historical and cultural funds on the example of a major universal library - the library of the Russian Academy of Sciences.

The object of this dissertation work is the preservation of historical and cultural funds of scientific libraries recorded on traditional carriers.

As a subject of study, forms and methods of preventive conservation, ensuring the safety of library funds and the possibility of their use are considered.

Preventive conservation is a system of measures that ensures comprehensive protection of documents aimed at slowing the processes of aging by creating and maintaining regulatory conditions for the storage and use of phase conservation. Phase conservation as a form of preventive lies in the fact that the documents are placed in microclum containers from cheekless cardboard or inert material.

The goal, the object, the subject of the study led to the formulation and solving the following dissertation tasks:

1. To explore and summarize the results of the works of domestic and foreign scientists and specialists about the meaning of preventive measures in ensuring the preservation of library funds.

2. Analyze and assess the condition of the preservation of library funds in Russia on the example of the libraries of the System of the Russian Academy of Sciences.

The Council of Europe, whose member is Russia, constantly notes the unusually important role of libraries at the present stage. The draft recommendations on library legislation in Europe prepared by the Council of Europe in 1999 is emphasized that

In order to satisfy the growing needs of society in information, it is necessary to maintain information and its carriers. In this regard, the problem of preserving library funds has ceased to be a private question of library affairs and becomes the problem of national importance, the accessibility of the society of the necessary information, new ideas and knowledge depends on the solution of the solution.

At the UNESCO General Conference, in 1986, "directives of international actions to preserve library materials" were adopted, which provide for the creation of a national program for ensuring the safety of library funds in each country.

In Russia, since 1993, the Ministry of Culture has done great work on the study and analysis of the state of library foundations of the country. As a result, it was concluded that in the field of conservation of funds in the libraries there was a crisis situation and that to exit it it is necessary to develop a comprehensive long-term strategic program of a nationwide level, which would be the basis of state policy in the area of \u200b\u200bthe country's preservation of library foundations. Work began on the creation of the concept of the National Program for the Conservation of Library Funds of the Russian Federation, in which leading specialists of federal libraries and management of the Library of Russian Ministry of Culture took part.

This important stage of the work ended in 1998 by the Board of the Ministry of Culture, which considered the issue "On the state policy of the preservation of library funds as part of the cultural heritage and the information resource of the country." A package of documents was prepared for the meeting, including the main concept of the National Program for the Conservation of Library Funds. The board approved the path of the formation of public policy in the field of preservation of library funds and approved the concept of the National Program.

On July 26, 2000, the project was discussed and approved by the Board of the Ministry of Culture, where the issue was considered "On the National Program for the Preservation of Library Funds of the Russian Federation". Then the program as an integral part of the Federal Program "Culture GG" was approved by order of the Minister of Culture № 000 dated 01.01.01.

The interdepartmental level of the program provides an interdepartmental expert council on the problems of preserving library funds created under the Ministry of Culture.

It includes representatives who are delegated by ministries and departments, leading specialists of the largest libraries, museums, other institutions with library funds.

To implement a program, like any other major projects, it is necessary to create certain conditions, the most important of which are the availability of a mechanism for implementing and financing the project.

In the process of preparing the concept, the developers solved the problem of forming a mechanism for implementing the program.

Such a task as preparing a comprehensive program of a similar level, and even more so its implementation would not be for the same, even the largest library. An important organizational find was the creation as a mechanism for the development and implementation of the program of the system of scientific and methodological and focal points, which are responsible for each of the 7 subroutines that make up the national program, namely:

Practice has shown the need to organize such coordination scientific and methodological centers that have made a management horizontal of the national program. Already in the process of developing the program, the centers have proven their viability, readiness for the organization of further work on the implementation of the program, the justification of the principle of distributed responsibility.

Financing large programs, especially having national importance, cannot and should not be carried out from one source. No budget can cope with this task yourself.

Therefore, the financing of the program is integrated, consists of the federal budget of various departments that are in their jurisdiction of the library, budgets of the subjects of the Federation, extrabudgetary sources.

Currently, the task of forming a unified fund of book monuments as systems of complementary funds of various institutions, where each fund performs a special task of the most complete presentation of book monuments of the relevant level: world and national, regional or local. Libraries, whatever values, are designed to provide them with "access, to provide them with the user. Knowledge and experience in the preservation and restoration of cultural and art values \u200b\u200bare very significant when society comes to understanding the need to create effective funds and methods for ensuring the preservation of cultural heritage for contemporaries and future generations.

In recent decades, priorities are given to the forms of preventive conservation, allowing to maximize the safety of the possibility of more documents with minimal intervention in the structure of the documents themselves, and, accordingly, to achieve the most economical form of work. In Russia, preventive conservation as an independent activity in the field of ensuring the safety of library funds began to be made relatively recently.

If we appeal to the history of the study of the problem, then research the advantages of preventive measures in the provision of safety was carried only episodic. One of the first domestic libraries involved in the circle of their scientific interests to study issues of introducing preventive measures in ensuring preservation were L.B. Khavin and Yu.V. The very concept of "preventive conservation" was introduced into the practice of ensuring the safety of foreign researchers in the late 80 - early 90s. of our century. To date, the place and importance of preventive conservation forms in modern library science is not defined. Russia does not contain systematic training of specialists of a different level on preventive preservation issues. The existing experience of practical activity of libraries in this regard is still essentially not studied, not summarized and not analyzed.

The degree of development and specific features of the problem have determined the formulation of the purpose of this dissertation study: to expand the areas of research activities of libraries by inclusion in the library science of the circle of preventive conservation issues; Show the importance of this area in ensuring the safety of historical and cultural funds on the example of a major universal library - the library of the Russian Academy of Sciences.

1. The history of the study of preventive conservation (preventive measures) was traditionally considered by domestic libraries as library scientific. In modern library science, the necessary theoretical prerequisites have been formed to substantiate the phenomenon of preventive conservation.

2. The study made it possible to carry out a multidimensional analysis of the condition of safety in the libraries of the Russian Academy of Sciences. We developed and identified ways to introduce preventive conservation into the practical activities of scientific libraries.

3. The typical phase conservation program opens up opportunities for libraries of different types to ensure the preservation of documents for a long time, to protect them from the harmful effects of the environment and mechanical damage, reduce the need for restoration and rational expenditure of funds.

4. To improve the qualifications of library professionals, it is advisable to include the study of preventive preservation issues. This will help get both theoretical and practical knowledge and skills in an average educational institution, and more in-depth - in higher. At the same time, the university is possible to introduce a new specialization of the "librarian-to manage the provision of safety of the funds".
