In accordance with the Decree of the Government of the Russian Federation of June 18, 1999 N 650 "On approval of the Model Regulations on a military educational institution of higher professional education" (Collected Legislation of the Russian Federation, 1999, N 27, Art.3361; 2002, N 39, Art.3798 ; N 52 (Part II), Art 5225; 2004, N 43, Art 4226; 2005, N 20, Art 1880)
I order:
1. Establish the teaching load of the teaching staff of the higher military educational institutions of the Ministry of Defense of the Russian Federation in accordance with the appendix to this order.
2. Control over the implementation of this order shall be entrusted to the head of the Personnel and Educational Work Service of the Ministry of Defense of the Russian Federation.

Application. TRAINING load of the teaching staff of higher military educational institutions of the Ministry of Defense of the Russian Federation
application
1. The teaching load of the teaching staff (hereinafter referred to as the teaching staff) of the higher military educational institutions of the Ministry of Defense of the Russian Federation * from among the military personnel and civilian personnel is set individually upon the presentation of the heads of educational and scientific units by order of the head of the military educational institution in depending on the qualifications of the teaching staff and the profile of the department, up to 900 hours per academic year.

* Further in the text of this appendix, unless otherwise stated, for brevity will be referred to as: higher military educational institutions of the Ministry of Defense of the Russian Federation - military educational institutions or universities.
2. For the period of a business trip, illness, referral for advanced training, study, internship in the troops (forces), for the exercises of troops (forces), the teaching staff shall be exempted from the training load. The teaching load established for him for this period is carried out by other persons from among the teaching staff of the department (cycle) within the limits established for teaching staff reduced duration of service (working) time by reducing them for this period the volume of methodological or scientific work.
3. The teaching staff of military educational institutions involved in the implementation educational programs higher professional and additional vocational education, is obliged within school year conduct classes with listeners and (or) cadets according to the schedule of training sessions, depending on the position held, at least 25% and not more than 80% of the annual training load established for him by the head of the military educational institution, namely:
head (head) of the department - at least 25%;
deputy head of the department, professor, associate professor - at least 30%;
senior teacher - at least 40%;
teacher, assistant - at least 60%.
The teaching staff of military educational institutions involved in the implementation of educational programs of secondary vocational education is obliged to conduct classes with cadets during the academic year according to the schedule of training sessions, depending on the position held, at least 50% and not more than 80% of the established by the head of the military educational institutions with an annual teaching load, namely:
head (deputy head) of the cycle - at least 50%;
senior teacher, teacher - at least 60%.
4. The volume of the annual methodological and scientific work of the teaching staff is established by the head of the military educational institution on the recommendation of the heads of the educational and scientific divisions based on the rational distribution of the annual methodological and scientific work of the departments (cycles), the level of qualifications and specialization of the teaching staff on the basis of the annual budget of the service (working ) time.
5. The annual budget of service (working) time is determined based on the 40-hour duration of the weekly service time for teachers from among the military personnel passing military service under contract, and reduced working hours of no more than 36 hours per week for civilian teaching staff.
6. The annual budget of the official (working) time of the teaching staff is determined as the difference between the number of calendar days in a year and the number of days off, holidays and vacation days. The conversion of the annual budget of official (working) time into hours is carried out by multiplying the annual budget of official (working) time in days by the duration of the daily official (working) time.
The teaching staff from among the military personnel undergoing military service under the contract, within the limits of the annual budget of the official time, carry out other types of work of an official nature (command training, carrying orders for service, etc.).
7. The annual budget of the official (working) time of the teaching staff, who have benefits established by law, is reduced in accordance with the duration of the additional leave provided.
8. To ensure the planning, implementation and accounting by the teaching staff of all types of educational, methodological, scientific and educational work provided for job responsibilities, curriculum and the working time regime, approved in the prescribed manner, uses the volume of the annual budget of official (working) time for educational, methodological, scientific and educational work, determined on the basis of a reduced working time of no more than 36 hours per week.
