  • pen;
  • the passport;
  • medicines and food (if necessary);
  • teaching and education tools (in mathematics, a ruler; in physics - a ruler and a non-programmable calculator; in chemistry - a non-programmable calculator; in geography - a ruler, protractor, non-programmable calculator);
  • USE participants with disabilities, disabled children and disabled children - special technical means.
Other personal belongings (notification of registration for the Unified State Exam, means of communication and other prohibited means and materials) should be left by the USE participants in a place specially allocated before entering the PPE for storing personal belongings of the Unified State Exam participants.

In the PPE, the organizers outside the classroom assist the USE participants in moving around the PPE. The organizers inform the participants Unified State Exam numbers audiences in accordance with the automated assignment and accompany the exam participants to the auditorium.

    • checklist with information about the registration form number, the CMM number and instructions for checking the kit for the participant.
Additional answer forms No. 2 are issued by the organizers separately at the request of the USE participant.

Note. Written part of the exam on foreign languages ​​includes a section "Listening", all tasks for which (instructions, texts, pauses) are fully recorded on the audio carrier. The organizer must set up the playback of the recording in such a way that all participants of the exam can be heard.

Get the drafts from the organizers, stamped educational organization on the basis of which the PPE is located (in the case of the USE in foreign languages ​​with the included "Speaking" section, drafts are not issued).

  • Compare the unique CMM number on the CMM sheets and the CMM number indicated on the control sheet;
  • compare the digital value of the barcode on the registration form with the value indicated on the control sheet;
  • make sure that the values ​​in both pairs of numbers match. In case of discrepancy, inform the organizers about this (who will replace the entire EV kit);
  • check the quality of the printed set (the absence of white and dark stripes, the text is well readable and clearly printed, the protective signs located across the entire surface of the CMM sheet are clearly visible), and also check the correctness of the region code and PPE number in the answer registration form. If any defect is detected, it is necessary to replace the entire EV kit.

WHEN FILLING IN THE REGISTRATION FORM AND ANSWER FORMS, ALL USE PARTICIPANTS MUST:

  2. Take out examination materials (hereinafter - EM) from classrooms and PPE on paper and (or) electronic media.
  3. Take out writing materials, written notes and other means of storing and transmitting information from classrooms.
  4. Take pictures of EM.
  5. Talk to each other.
  6. Exchange any materials and items with other USE participants.
  7. Rewrite CMM assignments into drafts with the stamp of the USE educational organization.
  8. Arbitrarily leave the auditorium and navigate the PPE without being accompanied by the organizer outside the auditorium
Note. In case of violation of these requirements and refusal to comply with them, the organizers, together with members of the state examination commission (hereinafter referred to as the SEC), have the right to remove the USE participant from the exam. In this case, the organizers, together with the SEC, draw up an act on the removal of the USE participant from the exam. On the forms, a mark is put down about the fact of removal from the exam.
The examination work of such a participant in the USE is not checked.

USE participants can leave the audience by good reason(to the toilet, to the medical room) only when accompanied by the organizer outside the classroom, the organizer in the classroom preliminarily checks the completeness of the exam materials left by the USE participant.

In the event of a claim regarding the content of the CMM, inform the organizer about it.

IMPORTANT: when writing down the answers to the tasks, DO NOT use the reverse side of the forms. All records are kept ONLY on the front side (to record detailed answers, first on the answer sheet No. 2, sheet 1, then on the answer sheet No. 2, sheet 2, then on the RBO No. 2). The records on the back of the forms will not be checked, and the dispute committee will also not consider appeals about the records on the back of the forms as appeals on issues related to the incorrect execution of the examination paper.

If the USE participant has completely filled out the answer form No. 2, the organizer in the audience must:

  • make sure that both sides of answer form # 2 are complete, otherwise the answers entered in supplementary answer form # 2 will not be scored;
  • issue at the request of the participant USE additional answer form No. 2;

Delivery of EM to PPE

EMs are delivered to the PPE by members of the GEC or employees of the Carrier on the day of the exam in the relevant academic subject.

Detailed information on the organization of delivery of EM to the PPE is presented in the Methodological Recommendations for the organization of the delivery of examination materials for the state final certification for educational programs of secondary general education in the form of a unified state examination in subjects Russian Federation.

Entry of persons involved in the USE and USE participants in the PPE

On the day of the USE, the head of the PPE and the head of the educational organization on the basis of which the PPE is organized must appear at the PPE no later than 07.30 local time.

No later than 07.50, the head of the PPE appoints the person responsible for registering the persons involved in the USE in the PPE, in accordance with the form PPE-07 "List of PPE employees", from among the organizers outside the classroom.

The responsible organizer outside the classroom, authorized by the head of the PPE to register the persons involved in the USE, starting from 08.00 local time, at the entrance to the PPE together with law enforcement officers and (or) employees of the internal affairs bodies (police) checks for documents from persons involved in the USE in the PPE, establishes the correspondence of their personality to the submitted documents, and also checks the presence of these persons in the lists of employees of the PPE. Admission to the PPE of medical workers is carried out on the basis of identity documents and in the presence of an order to send a medical worker to the PPE.

Organizers, technicians, medical workers, as well as assistants for USE participants with disabilities, disabled children and disabled children must leave their personal belongings, including communication means, in a place specially allocated before entering the PES for storing personal belongings.

At the entrance to the EGE, the information boards display lists of distribution of USE participants by audience (form PPE – 06-01 “List of participants in the SIA of an educational organization” and (or) form PPE-06-02 “List of USE participants in the EGE in alphabetical order”).

The admission of USE participants to the PPE is carried out from 09.00 local time and if they have documents proving their identity, and if they are in the distribution lists in this PPE.

The organizers point out to the participants of the Unified State Exam that they need to leave their personal belongings (notification of registration for the Unified State Exam, communication equipment and other prohibited means and materials, etc.) in a place specially allocated before entering the EGE for storing personal belongings.

The SEC member is present when organizing the entrance of the USE participants to the PPE and monitors compliance with the requirements of the Procedure, including monitoring the organization of the delivery of other things (not listed in clause 45 of the Procedure) in places specially allocated before entering the PPE for storing the personal belongings of participants Unified State Exam and PPE workers.

At the entrance to the PPE, the organizers, together with law enforcement officers and (or) employees of the internal affairs bodies (police):

check the identity documents of the USE participants and their presence in the distribution lists in this PPE;

using stationary and (or) portable metal detectors, check the USE participants for the presence of prohibited means 2. When a metal detector signal appears, the organizers offer the USE participant to show the object that causes the signal 3. If this item is a prohibited means, including a means of communication, the organizers offer the USE participant to hand over this item to the place where the personal belongings of the USE participants or an accompanying person are kept.

If the Unified State Exam participant refuses to take a prohibited remedy, the organizers outside the classroom repeatedly explain to him that, in accordance with clause 45 of the Procedure, on the day of the exam (from the moment of entering the EGE and until the end of the exam), it is prohibited to have a means of communication in the EGE, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information. Thus, such a USE participant cannot be admitted to the EGE.

In this case, the organizers outside the audience invite the head of the PPE and a member of the GEC. The head of the PPE, in the presence of a member of the SEC, draws up an act on the non-admission of the USE participant who has refused to surrender the prohibited means. The specified act is signed by a member of the State Electoral Commission, the head of the PPE and the participant of the Unified State Exam, who refused to surrender the prohibited means. The act is drawn up in two copies in free form. The first copy is left by the GEC member for transfer to the chairman of the GEC, the second - to the Unified State Exam participant. Repeatedly to participate in the Unified State Examination in this academic subject in an additional period, the specified participant of the Unified State Exam can be admitted only by decision of the Chairman of the State Electoral Commission.

If, for objective reasons, the student does not have an identity document, he is allowed in the PPE after written confirmation of his identity by the accompanying person (form PPE-20 "Certificate of identification of the participant of the GIA").

In the absence of an identity document, a graduate of previous years studying in educational programs of secondary vocational education, as well as a student receiving secondary education general education in foreign educational organizations, it is not allowed in the PPE.

If the USE participant is late for the exam, he is allowed to take the USE in accordance with the established procedure, while the end time of the exam is not extended, which is reported to the USE participant. The repeated general briefing for late participants of the exam is not carried out. In this case, the organizers provide the necessary information to fill in the registration fields of the USE forms. The organizers are encouraged to draw up a free-form act. The specified act is signed by the USE participant, the head of the PPE and the SEC member.

In the absence of the USE participant in the distribution lists in this TET, the EGE participant in the TET is not allowed, the SEC member records given fact for further decision making.

The head of the EGE, in the presence of a member of the SEC, draws up acts on the non-admission of the above-mentioned USE participants to the EGE. These acts are signed by a member of the SEC, the head of the PPE and the participants of the Unified State Exam. Acts are drawn up in two copies in free form. The first copies are left by the GEC member for transfer to the chairman of the GEC, the second - to the USE participants. Repeatedly to participate in the Unified State Exam in this academic subject in an additional period, the specified participants of the Unified State Exam can be admitted only by decision of the Chairman of the State Electoral Commission.

In the event that all USE participants distributed in the EGE are absent for more than two hours from the start of the exam (10.00), the member of the SEC, in agreement with the chairman of the SEC (deputy chairman of the SEC), makes a decision on the completion of the exam in this EGE with the registration of the corresponding forms of the EGE.

Outside the audience, the organizers assist USE participants in moving around the EGE. The organizers inform the USE participants of the classroom numbers in accordance with the automated distribution and accompany the exam participants to the classrooms.

The organizers in the audience check the compliance of the document proving the identity of the USE participant with the form PPE-05-02 "Protocol of the USE in the audience" and send the USE participant to the workplace according to the automated distribution lists.

During the exam in the classrooms of the PPE a public observer should pay attention to:

The organizers must conduct a briefing for the USE participants. The briefing consists of two parts. The first part of the briefing is held from 09.50 local time, the second part of the briefing begins no earlier than 10.00 local time.

During the first part of the briefing, the organizers must inform the USE participants:

on the procedure for conducting the exam,

on the rules for preparing an examination paper,

about the duration of the exam,

on the procedure for filing an appeal on violation of the established procedure for conducting a GIA and an appeal on disagreement with the points set,

about cases of removal from the exam,

about the time and place of familiarization with the results of the exam,

that records on CMM and drafts are not processed or verified.

During the second part of the briefing, the organizers demonstrate to the USE participants the integrity of the packaging of the special delivery package with the IC.

The packaging of the delivery package with IK must be opened by the organizers no earlier than 10.00 local time. Further, the organizers distribute the ICs to the participants in random order, ask the USE participants to check the integrity of their IC, open the IC along the perforation line and check the completeness of the issued examination materials, the absence of printing defects and the number of CMM pages. If there are barcode mismatches, excess (shortage) forms, typographical defects, the organizers must completely replace the individual set for the USE participant with a new one.

The organizers ask USE participants to start filling in the registration forms and registration fields of the answer forms. In the course of filling out, the organizers inform the USE participants about the rules for preparing the examination paper and that the entries on the CMM and drafts are not processed or checked, and also check the correctness of filling in the registration fields on all USE forms for each USE participant and the correspondence of the USE participant's data in the document identity card and on the registration form. In the event of an error in filling out the registration fields, the organizers instruct the USE participant to make the appropriate corrections. Upon completion of filling in the registration fields of the USE forms by all participants, the organizers announce the start and end times of the examination work, record them on the board (information stand).

Note. The duration of the examination work does not include the time allotted for the preparatory activities (instructing the USE participants, issuing them an EM, filling out the registration fields of the forms, setting up the necessary technical means used during the exams).

During the execution of the examination work by the participants of the exam, the organizers must keep order in the classroom.

When leaving the auditorium, the USE participants must leave the EMs and drafts on the desktop, and the organizer must check the completeness of the materials left.

Requirements for compliance with the procedure for holding the Unified State Exam in the PPE

On the day of the exam (in the period from the moment of entering the PPE and until the end of the exam), it is prohibited to:

Unified State Exam participants - to have with them a notice of registration for exams, communication means, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information, as well as to take EM out of classrooms and the EGE for paper or electronic media, writing materials, written notes and other means of storing and transmitting information, photograph EM;

organizers, medical workers, assistants providing the necessary assistance to USE participants with disabilities, disabled children and disabled people, technical specialists - to have communication equipment with them and take EMs out of classrooms and PES on paper or electronic media, take pictures of EMs;

to all persons in the PPE - to provide assistance to the USE participants, including transferring them communication means, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

persons who are not prohibited from having communication devices with them - to use them outside the Headquarters of the PPE.

Persons who have committed a violation of these requirements or other violation of the Procedure are removed from the PPE. The members of the GEC draw up an act on the removal of the person who violated the Procedure at the headquarters of the PPE in the visibility zone of CCTV cameras.

If the USE participant violated the Procedure, the GEC members draw up an act on the removal from the exam of the USE participant (form PPE-21 "Act on the removal of the SIA participant"), who violated the established Procedure, at the PPE headquarters in the field of view of CCTV cameras. The organizer puts a corresponding mark in the registration form of the USE participant and in the form 05-02 "Minutes of the USE in the audience".

If the USE participant for health reasons or other objective reasons cannot complete the examination work, he leaves the audience. The responsible organizer must invite the organizer outside the classroom, who will accompany such an exam participant to a medical professional and invite the member (members) of the SEC to the medical office. If a medical professional confirms the deterioration of the state of health of the USE participant and with the consent of the USE participant to complete the exam ahead of schedule, the form PPE-22 “Act on the early completion of the exam for objective reasons” is filled out in the medical office by a member of the SEC and a medical worker. The responsible organizer and the head of the PPE put their signature in the specified act. The responsible organizer puts a corresponding mark in the registration form for the USE participant and in the form 05-02 "Minutes of the USE in the audience".

These acts on the same day are sent to the State Electoral Commission and the RTSOI for accounting when processing examination papers.

The organizers must issue, at the request of the USE participant, additional drafts stamped by the educational organization on the basis of which the PPE is organized, additional answer forms No. 2 (in the case when there is no space left in the answer area of ​​the main answer form No. 2).

Unified State Exam participants have the right to leave the classroom and move around the PPE only when accompanied by one of the organizers outside the classroom.

REQUIREMENTS FOR THE POINTS OF THE USE

1.Requirements for points of examination

a common part

The Unified State Exam is carried out in the PPE, the locations of which are approved by the OIV in agreement with the State Electoral Commission.

PPE - a building (structure) that can be used for the USE.

The approval of the list of PPE, the composition of the leaders and organizers of the PPE, the distribution of students according to the PPE is carried out by the OIV in agreement with the GEC.

General requirements for PPE

Quantity, total area and the condition of the premises provided for the Unified State Exam must ensure the conduct of examinations in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

The number of PES is determined based on the total USE participants, territorial availability and capacity of the classroom fund. The number of PPEs should be formed taking into account the maximum possible filling of the PPE and the optimal scheme of the organized arrival of USE participants in the PPE (travel time, transport accessibility).

Based on this, various types of PES are formed:

Large PPE - the number of participants is from 150 to 300. With the creation of the necessary organized scheme for the entry of USE participants into the PPE and the availability of the necessary resources, it is possible to create a PPE for a larger number of participants.

Average PPE - the number of participants from 60 to 150.

Small PES - the number of participants is up to 60.

The number and locations of the PPE are determined on the basis that at least 15 USE participants must be present in the PPE. In the absence of the possibility of organizing the PPE in accordance with the specified requirement, additional control measures are provided for compliance with the established procedure for conducting the GIA.

In the absence of the possibility of organizing the PPE in accordance with the established requirements for USE participants with disabilities who, for medical reasons, are unable to come to the PPE, the exam is organized at home.

In the event of a threat of occurrence emergency The OIV, in agreement with the SEC, decide to postpone the exam to another PPE or to another day stipulated by the timetable for the Unified State Exam.

Organization of PPE premises

The PPE should be organized:

A) Audience for USE participants. The number of audiences is determined on the basis that no more than 25 USE participants should be present in each audience. A separate workplace must be allocated for each participant in the exam.

PPE classrooms should include:

prepared hours that are in the field of view of the USE participants;

the stands, posters and other materials with reference and educational information on the relevant academic subjects are closed;

prepared work places for USE participants, marked with a prominent number;

there are places for personal belongings of the USE participants.

In the case of distribution in the PPE of USE participants with disabilities, audiences are prepared, taking into account their state of health, features of psychophysical development and individual capabilities.

B) A room (auditorium) for the head of the PPE, equipped with a workplace and a safe (or metal cabinet) for storing examination materials.

C) A room for representatives of educational organizations accompanying students.

D) Premises for representatives of the media, public observers and other persons entitled to be present at the EET on the day of the exam.

These premises must be isolated from the auditoriums for the examination.

Premises that are not used for the examination are locked and sealed for the duration of the examination.

For organizers outside the auditorium and law enforcement officers (police officers) who ensure the entry of USE participants into the PPE, a workplace should be equipped with a stationary or manual metal detector. In the case of organizing a large PPE, it is recommended to equip several entrances to the PPE with the presence of the organizers outside the classroom, law enforcement officers (police officers) and with the required number of stationary or hand-held metal detectors.
Persons involved in the USE in the PPE

a) the leader and organizers of the PPE;

b) members of the SEC;

c) the head of the organization in the premises of which the PPE is organized, or a person authorized by him;

d) technical specialists in working with software, providing information and technical assistance to the head and organizers of the PPE (in the case of using software during the exam), and on the organization of video surveillance in the PPE;

e) medical workers in the PPE, as well as assistants who provide the necessary assistance to participants in the exam with disabilities, taking into account their state of health, characteristics of psychophysical development, including directly during the exam;

f) law enforcement officers and (or) employees of internal affairs bodies (police);

g) representatives from educational organizations accompanying students.

On the day of the exam, the PPE may be present:

representatives of the media;

public observers, accredited in the prescribed manner;

officials of Rosobrnadzor and (or) the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education.

Representatives of the media are present in the classrooms for the exam only until the start of filling out the registration fields of the examination paper by students, graduates of previous years. Public observers are free to roam the TPP. At the same time, only 1 public observer can be in one auditorium.

Admission to the PPE of all persons is carried out only if they have documents proving their identity and confirming their powers. An indicative list of frequently used in conducting Unified State Exam documents identity documents are given in Appendix 11.

Technical equipment PPE

Software and computer equipment of the premises for the head of the PPE

The room (audience) for the head of the PPE is equipped with a telephone connection, a printer and a personal computer with the necessary software, as well as a safe (metal cabinet) for the safe storage of examination materials.

If the automated distribution of USE participants and organizers to audiences is carried out in the PPE, the personal computer in the room (audience) for the PPE manager is equipped with specialized software for automated distribution, as well as personal data protection means in accordance with the requirements of the legislation of the Russian Federation.

In the case of receiving CMMs on electronic media, the heads of the PPE are also provided with specialized software for transcribing and replicating examination materials and access to the Internet.

Software and computer equipment in PPE classrooms

In the case of CMM printing in PPE classrooms, each classroom is equipped with a computer and a printer for CMM printing. A place (table) is also allocated for the layout of materials. The procedure for printing CMM in the classrooms of the PPE is given in Appendix 8 teaching materials.

If, according to the decision of the State Electoral Commission, the scanning of the exam papers of the USE participants is carried out in the PPE (in the classrooms), then the PPE is also provided with scanners.

Ensuring safety in PPE

PPEs are equipped with stationary or portable metal detectors, video surveillance equipment. By decision of the OIV, PES can also be equipped with means of suppressing mobile signals.

In the PPE, advertisements (tablets) must be posted, notifying about the conduct of video surveillance. USE participants who are in the PPE during the exams are warned about the video recording of the exam.

The technical requirements and the procedure for using video surveillance equipment and broadcasting the exam in the classroom are given in Appendices 6 and 7 of the methodological materials.
Features of the organization of PPE for USE participants with disabilities

For USE participants with disabilities, as well as those who studied for health reasons at home, in educational organizations, including sanatoriums, in which the necessary medical, rehabilitation and health-improving measures are carried out for those in need of long-term treatment, the OIV will organize the USE in conditions, taking into account the state of their health, peculiarities of psychophysical development and individual capabilities.

The material and technical conditions for the examination should ensure the possibility of unimpeded access of such participants to the classroom, toilet and other premises, as well as their stay in the specified premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the ground floor; availability special chairs and other devices).

In the PPE, a room is allocated for organizing meals and breaks for carrying out the necessary medical and preventive procedures.

For blind USE participants, 2 sets of examination materials are used - standard IC and its analogue in Braille.

Unified State Exam participants perform examination work in Braille. After the completion of the exam, the answers of the examination work are transferred to the standard USE forms by assistants-interpreters in the presence of a member of the State Electoral Commission and the head of the EGE.

For visually impaired USE participants, 2 sets of examination materials are also used - a standard IC and its analogue, printed (copied) using a larger font (at least 16 pt) with copies of enlarged forms.

Unified State Exam participants perform examination work on enlarged forms. After the completion of the exam, the answers of the examination work are transferred to the standard USE forms by assistants in the presence of a member of the SEC and the head of the PPE.

The list of necessary technical means and conditions for organizing the USE for various categories of USE participants with disabilities is presented in Appendix 5 of the methodological materials.
PPE TOM: preparation and organization

PPE TOM - PPE, located in a remote, hard-to-reach area.

PPE TOM is organized if it is not possible to deliver USE participants (or organizers) to the PPE. PPE TOM carries out a full cycle of preparation and processing materials of the exam- data collection, printing of accompanying documents for the exam, printing of CMM, scanning of forms and accompanying documents after the exam.

The requirements for the TOM PPE correspond to the general requirements for the PPE and have additional requirements.

Additional requirements for PPE TOM:

The obligatory presence of a video surveillance system providing video recording of the CMM printing processes, preparation, conduct and processing of the exam results in the PPE.

If the number of exam participants allows the exam to be held in one room, print and scan stations can be installed directly in this exam room.

If the number of exam participants does not allow holding the exam in one classroom, printing and scanning stations can be installed in the room for the head of the PPE, equipped with an additional camera.
PES readiness

Checking the readiness of the PPE is carried out in 2 stages:


  1. until March 31 - by members of the State Electoral Commission. When checking the readiness, these persons check the compliance of the PPE with the requirements of the legislation of the Russian Federation, the readiness (operability, safety) of the PPE equipment. Based on the results of the check, a protocol of the readiness of the PPE is drawn up.

  2. not later than 1 day before the start of the exam - by the head of the PPE and the head of the organization on the basis of which the PPE is organized. The form PPE-01 "Act of readiness for PPE" is filled in together with the head of the organization, on the basis of which the PPE was organized.

2.General procedure for the preparation and conduct of the Unified State Exam in the PPE

Delivery of examination materials to PPE

EMs are delivered to the PES by the GEC members on the day of the exam in the relevant academic subject.

In the case of an automated distribution in the PPE, the head of the PPE, before the start of the exam, organizes the automated distribution of USE participants and organizers to audiences.

In the case of automated distribution to the RSCI, distribution lists are transferred to the PPE along with the EM in compliance with information security measures.

Entry of participants to the PPE

The admission of USE participants to the PPE is carried out if they have documents proving their identity, and if they are present in the distribution lists in this PES. The entrance to the PPE can be either the entrance to the building on the territory of which the PPE is located, or (depending on the configuration of the building, as well as in the presence of unfavorable climatic conditions) - in the lobby (hall) of this building.

The organizers remind USE participants about the requirements of the established procedure for conducting the SIA, including the prohibition of the presence of communication means in the PES, and about the consequences of identifying such means in the USE participants.

At the entrance to the PPE, the organizers check the availability of documents proving their identity with the USE participants, establish the correspondence of their identity to the submitted documents, check the presence of these persons in the distribution lists in this PPE.

If, for objective reasons, the student does not have an identity document, he is allowed in the PPE after written confirmation of his identity by the accompanying person from the educational organization (form PPE-20 "Certificate of identification of the participant of the GIA").

In the absence of the USE participant in the distribution lists in this TET, the EGE participant in the TET is not allowed, the SEC member records this case for further decision making.

Police officers, using stationary or hand-held metal detectors, check whether the USE participants have prohibited items. When a metal detector signal appears, the police officer and the organizer offer the USE participant to show the object that triggers the signal. In the event that this subject is a prohibited means, including a means of communication, the organizer invites the USE participant to hand over this means to the accompanying person. In case of refusal to surrender the prohibited means, the USE participant in the PPE is not allowed. For medical reasons, the USE participant may be exempted from checking with the use of metal detectors.

After checking, the participants of the exam are admitted to the PPE. Outside the audience, the organizers assist USE participants in moving around the EGE. In the lobby (hall) of the PPE on information stands, lists of the distribution of USE participants by audience are placed (form PPE - 06-01 "List of participants USE educational organizations "). The organizers provide the USE participants with the audience numbers and accompany the USE participants in the audience in accordance with the automated distribution.

The organizers in the auditorium check the compliance of the USE participant's identity document in accordance with the form PPE-05-02 "Register of USE participants and examination materials in the PPE auditorium" and send USE participants to the workplace according to the automated distribution lists.

Conducting the exam in the classroom

Not later than 15 minutes before the start of the exam, the organizer in the classroom accepts from the head of the PPE EM in the form PPE-14-02 "List of issuance and return of examination materials for the audiences of the PPE".

In the audience, the organizers demonstrate to the USE participants the integrity of the packaging of the delivery package with the IC.

In the case of using CMM on electronic media, a member of the SEC organizes the decoding of the CMM, replication and completing of EM for the USE. By decision of the State Electoral Commission, the replication of KIM can be carried out in classrooms in the presence of USE participants. The organizer in the classroom carries out replication of KIM on paper and completing of examination materials for the USE. The procedure for printing control and measuring materials in the classrooms of the PPE is given in Appendices 8 and 9 of the methodological materials.

The organizers conduct briefings for the USE participants and inform them about the exam procedure.

At the direction of the organizer in the audience, the participants of the exam will open the IC. Unified State Exam participants check the completeness and quality of EM printing.

EC of the USE participant contains: registration form, answer form No. 1, answer form No. 2, KIM.

At the direction of the organizers, USE participants fill out the registration fields of the USE forms. Upon completion of filling out the USE registration forms by all participants, the organizers announce the start of the exam and the time of its end, record them on the board (information stand), after which the USE participants can proceed to the examination work. Examination work is performed by gel, capillary or fountain pens with black ink.

If there is not enough space in the form for answering tasks with a detailed answer, at the request of the USE participant, the organizers give him an additional form. The organizer enters the number of the additional form in the previous form of answers to tasks with a detailed answer.

Each USE participant is also issued a form for sending comments to the State Electoral Commission about violations of the GIA procedure. After the exam, all forms (both completed and unfilled) are collected and sent to the SEC.

Participants of the Unified State Exam must comply with the procedure for conducting and follow the instructions of the organizers in the classroom, and the organizers must ensure the order of the exam in the classroom and monitor the order of the exam in the classroom and outside the classroom.

During the exam, USE participants have the right to leave the classroom and move around the PPE, accompanied by one of the organizers outside the classroom.

Requirements for compliance with the procedure for holding the Unified State Exam in the PPE

During the exam, it is prohibited to:

Unified State Exam participants - to have with them communication means, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information, as well as to take EMs out of classrooms and PES on paper or electronic media, take pictures of EMs;

organizers, assistants who provide the necessary assistance to participants of the exam with disabilities, technical specialists - to have communication equipment with them and take EMs out of classrooms and EMPs on paper or electronic media, take pictures of EMs;

to all persons in the PPE - to provide assistance to the USE participants, including transferring them communication means, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information.

Persons who violate these requirements or otherwise violate the procedure for conducting the exam are removed from the PPE. The members of the GEC draw up an act on the removal of the person who violated the exam procedure in the PPE. If a participant has violated the procedure for holding the Unified State Exam, the SEC members draw up an act on the removal from the exam of the Unified State Exam participant who has violated the established procedure for holding the Unified State Exam in the PPE.

If the USE participant for health reasons or other objective reasons cannot complete the examination work, then he can leave the classroom ahead of schedule. In this case, the members of the GEC, together with the head of the PPE, draw up an act on the early completion of the exam for objective reasons.

The certificates of removal (form PPE-21) from the exam and the early completion of the exam for objective reasons (form PPE-22) are sent on the same day to the GEC and the RTSOI for accounting when processing examination papers.

Section "Listening" of the exam in foreign languages

When conducting the Unified State Exam in foreign languages, the exam includes the "Listening" section, all tasks for which are recorded on a phonorecord.

The auditoriums allocated for the section "Listening" are equipped with means of reproduction of audio carriers.

To complete the tasks of the “Listening” section, the organizers in the audience set up the audio playback device so that all USE participants can hear it. The audio recording is listened to twice, after which the participants proceed to the examination work.

Completion of the exam in PPE

After the set time has elapsed, the organizers announce the completion of tasks. After the end of the exam, the organizers invite participants to fill out a form to send comments to the SEC on violations of the procedure for conducting the GIA. Collect EM from the USE participants. The assembled EM organizers in the auditorium are packed in bags, shown on a camera installed in the auditorium, sealed delivery packages, a completed protocol on holding the exam in the auditorium, announce the completion of the exam in this auditorium. The organizers in the audience pass all the collected materials to the head of the PPE in the form PPE-14-02 "List of issuance and return of examination materials for the PPE audiences".

The head of the PPE, after collecting materials and filling out the appropriate forms, transfers all materials to the SEC members according to the transfer act. At the final stage of the exam, the members of the SEC are obliged, together with the head of the EGE, to draw up the necessary protocols based on the results of the USE in the PES and deliver the EM from the PES to the RCOI, the report on the EGE in the PES is transferred to the SEC.

Examination papers of the USE participants on the same day are delivered by the GEC members from the PES to the RCOI, with the exception of the PES, in which, by the decision of the SEC, examination papers are scanned. In such PES, immediately after the end of the exam, a technician scans the examination papers in the presence of the SEC members, the head of the PES, and public observers (if any). Scanned images of examination papers are transferred to the RCOI for further processing. Paper exam work of the exam are sent for storage at the RTSOI.

After the exam, the premises allocated for the USE are transferred to the head of the organization, on the basis of which the PPE was organized.
