4. GIA includes compulsory exams in the Russian language and mathematics (hereinafter referred to as compulsory academic subjects), as well as exams at the student's choice in two academic subjects from among academic subjects: physics, chemistry, biology, literature, geography, history, social studies, foreign languages ​​(English, French, German and Spanish languages), informatics and information and communication technologies (ICT).

To persons who studied their native language from among the languages ​​of the peoples Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter - the native language and native literature) upon receipt of the main general education, the right to choose an exam according to native language and / or native literature.

For students with disabilities, students with disabilities and disabled children who have mastered educational programs basic general education, the number of exams to be taken at their request is reduced to two compulsory exams in Russian language and mathematics.

5. SIA for all academic subjects specified in paragraph 4 of this Procedure (with the exception of foreign languages, as well as the native language and native literature), is conducted in Russian.

6. If the study of the subject of the invariant part curriculum educational organization was conducted in the native language, the GIA on the academic subject is also conducted in the native language, provided that when studying it, textbooks were used that were included in the federal list of textbooks approved by the Ministry of Education and Science of the Russian Federation, recommended for use in the implementation of state accreditation educational programs of primary general, basic general, secondary general education by organizations that carry out educational activities*(2) .

II. Forms of GIA

7. GIA is carried out:

a) in the form of the main state examination(hereinafter - OGE) using control measuring materials, which are complexes of tasks of a standardized form * (3) (hereinafter - KIM) - for students of educational organizations, including foreign citizens, stateless persons, including compatriots abroad, refugees and internally displaced persons who have mastered educational programs of basic general education in full-time, part-time or part-time forms, as well as for persons who have mastered educational programs of basic general education in the form of family education and who are admitted to the State Academy of Arts in the current year;

b) in the form of written and oral exams using texts, topics, assignments, tickets (hereinafter - the state final exam, GVE) - for students who have mastered educational programs of basic general education in special educational institutions of a closed type, as well as in institutions, executing punishment in the form of imprisonment, studying in educational institutions located outside the territory of the Russian Federation and implementing state-accredited educational programs of basic general education, and foreign institutions of the Ministry of Foreign Affairs of the Russian Federation, which have specialized structural educational units in their structure (hereinafter referred to as foreign institutions) , as well as for students with disabilities, students with disabilities and disabled children who have mastered educational programs of basic general education, for students who have mastered educational programs of the basics in 2014-2018 general education in educational institutions located on the territories of the Republic of Crimea and the federal city of Sevastopol;

c) in the form established by the executive authorities of the constituent entities of the Russian Federation, carrying out public administration in the field of education * (4), - for students in educational programs of basic general education who studied their native language and native literature (national literature in their native language) and chose the exam in their native language and / or native literature to pass the SIA.

8. For students specified in subparagraph "b" of paragraph 7 of this Procedure, the GIA for individual academic subjects, at their request, is carried out in the form of an OGE.

III. GIA participants

9. Students who do not have academic debt and who have fully completed the curriculum or individual curriculum (with annual marks in all academic subjects of the curriculum for the IX grade not lower than satisfactory) are admitted to the GIA.

The subjects chosen by the student, the form (s) of the GIA (for students in the case specified in clause 8 of this Procedure) and the language in which he plans to take exams (for students specified in clause 6 of this Procedure) are indicated by him in the application, which he submits to the educational organization until March 1 inclusive.

Students who are in the current academic year winners or awardees final stage All-Russian Olympiad schoolchildren, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation * (5), are exempted from passing the state final certification in the academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

Students have the right to change (supplement) the list of exams specified in the application only if they have valid reasons (illness or other documented circumstances). In this case, the student submits an application to the SEC with an indication of the changed list of subjects for which he plans to pass the SIA, and the reasons for changing the previously declared list. The specified application is submitted no later than two weeks before the start of the relevant exams.

10. Students who have mastered the educational program of basic general education in the form of family education, or studied according to an educational program of basic general education that does not have state accreditation, have the right to pass the external SIA in an organization carrying out educational activities on a state accredited educational program of basic general education, in the forms established by this Procedure * (6).

These students are admitted to the GIA, provided that they receive marks not lower than satisfactory at the intermediate certification.

organizes the formation and maintenance of the federal information system for ensuring the conduct of the GIA of students who have mastered the basic educational programs of basic general and secondary general education, and the admission of citizens to educational organizations for secondary vocational and higher education(hereinafter - FIS) * (8) in the order * (9);

provides, together with the founders of educational organizations located outside the territory of the Russian Federation and implementing state-accredited educational programs of basic general education (hereinafter - the founders), and foreign institutions, the conduct of the SIA on educational programs of basic general education outside the territory of the Russian Federation * (10), including creates GEC, subject and conflict commissions for conducting GIA outside the territory of the Russian Federation and organizes their activities * (11).

13. The executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, ensure the conduct of GIA * (12):

create GEC, subject and conflict commissions of the constituent entities of the Russian Federation * (13) and organize their activities;

establish the form and procedure for conducting the GIA for students who studied their native language and native literature * (4);

develop examination materials for conducting GIA in the native language and native literature;

determine the locations of the examination points (hereinafter referred to as the PES) and the distribution of students between them, the composition of the leaders and organizers of the PES, authorized representatives of the SEC, technical specialists, specialists in instructing and providing laboratory work, assistants for the persons specified in clause 34 of this Procedure;

provide the PPE with the necessary set of examination materials for conducting the GIA, including examination materials in their native language;

organize the formation and maintenance of regional information systems ensuring the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education (hereinafter - RIS) * (14) and entering information into the FIS in the manner established by the Government of the Russian Federation * (9);

organize informing students and their parents (legal representatives) on the organization and conduct of GIA through educational organizations and bodies local government exercising management in the field of education, as well as by interacting with the media, organizing the work of hotline telephones and maintaining a section on the official sites on the Internet of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, or specialized sites;

ensure the processing and verification of examination papers in the manner prescribed by this Procedure;

14. Founders and foreign establishments ensure the conduct of GIA outside the territory of the Russian Federation, including:

participate in the activities of the GEC, subject and conflict commissions created for the conduct of the GIA outside the territory of the Russian Federation;

ensure the training and selection of specialists involved in conducting the GIA in accordance with the requirements of this Procedure;

determine the locations of the PPE and the distribution of students between them, the composition of the leaders and organizers of the PPE, authorized representatives of the SEC, technical specialists, specialists in instructing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure;

provide the PPE with the necessary set of examination materials for conducting the GIA;

ensure information security during storage, use and transfer of examination materials, including determining the storage locations of examination materials, persons who have access to them, take measures to protect CMM from disclosure of the information contained therein;

organize the entry of information into the FIS in the manner established by the Government of the Russian Federation * (9);

organize informing students and their parents (legal representatives) on the organization and conduct of GIA through educational organizations and foreign institutions, as well as by interacting with the media, organizing the work of hotline telephones and maintaining a section on the official sites on the Internet of the founders and foreign missions or specialized sites;

ensure the conduct of GIA in the PPE in accordance with the requirements of this Procedure;

ensure the processing and verification of examination papers in accordance with this Procedure;

determine the minimum number of points;

ensure the transfer of the sum of the primary points for the examinations of the OGE and GVE into a five-point assessment system;

ensure that students are familiarized with the results of the GIA in all academic subjects;

carry out accreditation of citizens as public observers in the order established by the Ministry of Education and Science of Russia * (16).

15. In order to inform citizens about the procedure for conducting the GIA in the media, in which the official publication of regulatory legal acts of the state authorities of the constituent entities of the Russian Federation is carried out, on the official websites of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, founders, foreign institutions , educational organizations or on specialized sites, the following information is published:

16. Organizational and technological support for conducting GIA outside the territory of the Russian Federation, support for the operation of FIS is carried out by a certain, in accordance with the legislation of the Russian Federation, an organization (hereinafter referred to as an authorized organization).

The general management and coordination of the activities of the subject commission on the relevant academic subject is carried out by its chairman.

19. Consideration of students' appeals is carried out by a conflict commission, which does not include members of the SEC and subject commissions.

Mediation board:

accepts and considers appeals of students on the violation of the established procedure for conducting the GIA, as well as on disagreement with the points awarded;

makes, based on the results of the consideration of the appeal, a decision on the satisfaction or rejection of the student's appeal;

informs the student who filed the appeal and (or) his parents (legal representatives), as well as the SEC about the decision.

Representatives of the executive authorities of the constituent entities of the Russian Federation exercising state control in the field of education, the executive authorities of the constituent entities of the Russian Federation exercising the delegated powers, founders and foreign institutions, local government bodies, organizations engaged in educational activities are involved in the conflict commissions. public organizations and associations.

20. By the decision of the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, territorial examination, subject and conflict subcommissions are created as part of the SEC, subject and conflict commissions, exercising separate powers of the SEC, subject and conflict commissions on the territory of one or several municipal districts and (or) urban districts.

21. The decisions of the GEC, subject and conflict commissions are drawn up in protocols.

22. In order to facilitate the conduct of the GIA, educational organizations, as well as local governments in charge of management in the field of education:

inform the students and their parents (legal representatives) against signature about the timing, places and procedure for submitting applications for passing the GIA, about the procedure for conducting the GIA, including the grounds for removing from the exam, changing or canceling the results of the GIA, about keeping a video in the PEP, on the procedure for filing appeals on the violation of the established procedure for conducting the GIA and on disagreement with the points set, on the time and place of familiarization with the results of the GIA, as well as on the results of the GIA received by the students;

send their employees to work as managers and organizers of the PPE, members of subject commissions, technical specialists, specialists in instructing and providing laboratory work, assistants for the persons specified in paragraph 34 of this Procedure, and exercise control over the participation of their employees in the conduct of the GIA;

against signature inform the workers involved in the conduct of the GIA about the timing, places and procedure for the conduct of the GIA, including the keeping of the video recording in the PES and audiences, about the grounds for removal from the PES, about the application of disciplinary and administrative measures in relation to persons involved in conducting a GIA and violating the established procedure for conducting a GIA;

enter information into FIS and RIS in the manner established by the Government of the Russian Federation * (9).

23. In order to ensure compliance with the procedure for conducting the GIA, citizens accredited as public observers in the manner established by the Ministry of Education and Science of Russia * (17) are granted the right:

upon presentation of an identity document and a public observer card, be present at all stages of the GIA, including when checking examination papers and when considering appeals on issues of violation of the established procedure for conducting the GIA or disagreement with the points awarded;

send information about violations identified during the GIA to federal executive bodies, executive bodies of the constituent entities of the Russian Federation, exercising state administration in the field of education, and local self-government bodies exercising control in the field of education * (17).

V. Terms and duration of the GIA

24. A single exam schedule is provided for holding the OGE and GVE on the territory of the Russian Federation and abroad. The duration of the examinations is set for each academic subject.

25. For persons re-admitted in the current year to pass exams in the relevant academic subjects in the cases provided for by this Procedure, additional terms are provided for conducting the GIA in the forms established by this Procedure (hereinafter referred to as additional terms).

26. For students who do not have the opportunity to valid reasons, documented, pass the GIA within the time limits established in accordance with paragraphs 24 and this Procedure, the GIA is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure.

27. GIA for students of educational organizations at correctional institutions of the penal system, released from serving their sentence no earlier than three months before the start of the GIA, is carried out ahead of schedule in terms determined by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, according to agreement with the founders of such correctional institutions, but not earlier than February 20 of the current year.

28. The interval between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 24 of this Procedure, is at least two days.

29. The duration of exams in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of examination work, setting up technical means).

If the exam lasts 4 or more hours, meals are organized for students.

For students with disabilities, students with disabilities and disabled children, as well as those who studied for health reasons at home, in educational organizations, including sanatoriums, in which the necessary medical, rehabilitation and recreational activities are carried out for those in need long-term treatment, the exam duration is increased by 1.5 hours (with the exception of the OGE according to foreign languages(section "Speaking").

The duration of the OGE in foreign languages ​​(section "Speaking") for these persons is increased by 30 minutes.

30. By the decision of the State Electoral Commission, the following students are again admitted to the delivery of the GIA in the current academic year in the relevant academic subjects in additional terms:

those who received unsatisfactory results at the GIA in no more than two academic subjects;

who did not show up for exams for valid reasons (illness or other documented circumstances);

who did not complete the examination work for valid reasons (illness or other circumstances confirmed by documents);

whose appeal on violation of the established procedure for conducting the GIA by the conflict commission was satisfied;

the results of which were canceled by the GEC in case of revealing the facts of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons.

Vi. Conducting GIA

31. KIM for the OGE are formed and replicated by the founders, foreign institutions and executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, using an open bank of tasks and specialized software posted on the official website of Rosobrnadzor or a specially dedicated website on the Internet ".

Texts, topics, tasks, tickets for the GVE are sent to the constituent entities of the Russian Federation, foreign institutions and founders on electronic media in encrypted form.

The storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor * (3). Opening of examination materials before the start of the exam, disclosure of information contained in the CMM, texts, topics, assignments, tickets for the GVE is prohibited.

32. Examinations are held at the PES, the locations of which are approved by the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, by the founders and foreign institutions in agreement with the State Electoral Commission.

PPE - a building (structure) that is used for conducting GIA. The territory of the PPE is the area inside the building (structure) or part of the building (structure) allocated for the GIA.

In the building (complex of buildings) where the PPE is located, before the entrance to the PPE, the following are distinguished:

places for storing personal belongings of students, organizers, medical workers, specialists in instructing and providing laboratory work, experts assessing the performance of laboratory work in chemistry, technical specialists and assistants providing the necessary technical assistance to the persons specified in paragraph 34 of this Procedure;

premises for representatives of educational organizations accompanying students (hereinafter - accompanying).

In the event of a threat of occurrence emergency the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, the founders and foreign institutions, in agreement with the State Commission for Electricity Exam, decide to postpone the exam to another PES or to another day provided for by the schedules of the OGE and HEE.

33. Quantity, total area and the condition of the premises provided for the conduct of the GIA (hereinafter referred to as the audience), ensure the conduct of examinations in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

Premises not used for the examination must be locked and sealed on the day of the examination.

On the day of the examinations in the classrooms, stands, posters and other materials with reference and educational information on the relevant academic subjects should be closed.

A separate workplace is allocated for each student.

The classrooms allocated for conducting exams in the Russian language are equipped with means of playing audio recordings, in foreign languages ​​- they are equipped with means for recording and playing back audio recordings, in certain academic subjects - equipment for the laboratory, in informatics and ICT, as well as in the cases established by this Procedure, - computer technology.

According to the decision of the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, founders and foreign institutions, PPEs are equipped with stationary and portable metal detectors, video surveillance equipment, and mobile signal suppression devices.

Students leave other things in a specially designated place for personal belongings of students in the building (complex of buildings) where the PPE is located.

During the exam, students must not communicate with each other, cannot move freely around the classroom. During the exam, students can leave the classroom and move around the PPE, accompanied by one of the organizers. During the exam in the PPE, it is prohibited to:

a) students - to have with them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

b) organizers, assistants who provide the necessary technical assistance to the persons specified in clause 34 of this Procedure, medical workers, technical specialists, specialists in instructing and providing laboratory work, experts assessing the performance of laboratory work in chemistry - have a means of communication;

c) the persons listed in clause 37 of this Procedure - to provide assistance to students, including transferring them communication means, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

d) for students, organizers, assistants providing the necessary technical assistance to the persons specified in clause 34 of this Procedure, technical specialists, specialists in instructing and providing laboratory work, experts assessing the performance of laboratory work in chemistry - take examination materials out of classrooms and PES on paper or electronic media, take photographs of examination materials.

Persons who have violated the established procedure for conducting the GIA are removed from the exam. To do this, the organizers or public observers invite authorized representatives of the SEC, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the SIA from the PPE.

If the student for health reasons or other objective reasons cannot complete the examination work, then he leaves the classroom ahead of schedule. In this case, the organizers accompany the exam participant to the medical professional and invite authorized representatives of the SEC. If the exam participant agrees to complete the exam ahead of schedule, the authorized representative of the SEC and the medical worker draw up an act on the early completion of the exam for objective reasons. The organizer puts a corresponding mark in the student's registration form.

Acts on removal from the exam and on the early completion of the exam for objective reasons on the same day are sent to the SEC for accounting when processing examination papers.

To complete the tasks of the "Speaking" section, classrooms equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recorders to record high-quality spoken responses.

Students are invited to the classroom to receive the task of the oral part of the KIM and the subsequent recording of the oral answers to the tasks of the KIM. The student approaches the digital audio recorder and, at the command of a technician or organizer, gives a verbal answer to the task loudly and clearly, after which he listens to the recording of his answer to make sure that it was made without technical failures. If during the recording there was a technical failure, the student is given the right to pass the "Speaking" section again.

44. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. The auditoriums allocated for the recording of oral responses are equipped with digital audio recording hardware and software. The student, at the command of a technician or organizer, gives a verbal answer to the task loudly and clearly. The technician or organizer allows the trainee to listen to the recording of his answer and make sure that it was produced without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

45. 30 minutes and 5 minutes before the end of the exam, the organizers inform the students about the imminent completion of the exam and remind them to transfer the answers from the drafts to the sheets (forms).

At the end of the exam, the organizers announce the end of the exam and collect examination materials from the students.

The collected examination materials are packed by the organizers in separate bags. On each package, the organizers mark the name, address and number of the PEP, the audience number, the name of the academic subject for which the exam was held, and the number of materials in the package, the last name, first name, patronymic (if any) of the organizers.

Students who have completed the examination work ahead of schedule, hand it over to the organizers and leave the audience without waiting for the completion of the exam.

46. ​​Upon completion of the exam, the authorized representatives of the SEC draw up a report on the conduct of the exam in the PES, which is submitted to the SEC on the same day.

The sealed packages with examination papers on the same day are sent by authorized representatives of the GEC to the RTSOI (structural subdivisions of the RTSOI of the municipal district and (or) the city district).

Unused examination materials and those used by the KIM for conducting the OGE and texts, topics, tasks, tickets for conducting the GVE, as well as used drafts, are sent to the places determined by the executive authority of the constituent entity of the Russian Federation in charge of state administration in the field of education, the foreign institution, the founder to ensure them storage.

Unused examination materials and those used by the CME for conducting the OGE, texts, topics, assignments, tickets for conducting the GVE are stored until March 1 of the year following the year of the exam, used drafts - within a month after the exam. Vii. Checking the examination papers of the SIA participants and evaluating them

47. RTSOI provides subject commissions with impersonal copies of students' examination papers.

Draft entries are not processed or reviewed.

When checking oral answers to the tasks of the "Speaking" section of the OGE in foreign languages, subject commissions are provided with files with digital audio recording of oral answers in foreign languages ​​and specialized software for listening to them.

48. The examination papers are checked by two experts. Based on the results of the examination, the experts independently assign points for each answer to the tasks of the examination work. The results of each assessment are entered into the protocols of verification by subject commissions, which, after filling out, are transferred to the RSCI for further processing. In the event of a significant discrepancy in the points given by two experts, a third check is assigned. A significant difference in scores was determined in the assessment criteria for the corresponding academic subject.

The third expert is appointed by the chairman of the subject committee from among experts who have not previously checked the examination paper.

49. Subject commissions work in premises that exclude the possibility of admission to them by unauthorized persons (with the exception of RSCI employees who provide organizational and technological support for the work of subject commissions, authorized representatives of the State Electoral Commission and public observers) and the dissemination of information of limited access. Experts are prohibited from copying and taking out of the specified premises examination papers, assessment criteria, examination papers, as well as to disclose to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking the examination papers) are destroyed by a person designated by the head of the RCOI. If the fact of violation of the specified requirements by the expert, the unfair fulfillment of the duties assigned to him or the use of the expert status for personal purposes, the executive authority of the constituent entity of the Russian Federation, exercising state administration in the field of education, a foreign institution, the founder shall decide to exclude the expert from the subject commission.

50. By decision of the executive authorities of two or more constituent entities of the Russian Federation, exercising state administration in the field of education, an exchange of examination papers is organized between the respective constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

Organizational and technological support of interregional cross-checking of examination papers is carried out by the RSCI of the corresponding constituent entities of the Russian Federation.

51. Processing and checking examination papers takes no more than ten calendar days. Immediately upon completion of the processing and verification of the examination papers, the GIA RTSOI sends to the authorized organization the results of the processing and verification of the answers of the examination papers of the GIA.

52. The results obtained in primary scores(the sum of points for correctly completed tasks of the examination work) RCOI translates into a five-point grading system.

VIII. Approval, change and (or) cancellation of the results of the GIA

53. The SEC at its meeting considers the results of the SIA for each academic subject and makes a decision on their approval, change and (or) cancellation in the cases provided for by this Procedure.

54. The approval of the results of the SIA is carried out within one working day from the date of receipt of the results of the examination of examination papers.

55. By decision of the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, subject commissions recheck individual examination papers of students.

The results of the rechecking are documented in protocols in accordance with clause 48 of this Procedure.

Based on the results of rechecking the examination papers of students, the GEC decides to save the results of the GIA or to change the results of the GIA in accordance with the protocols of rechecking the examination papers of the students.

56. If the conflict commission satisfied the student's appeal about the violation of the established procedure for conducting the GIA, the GEC decides to cancel the result of the GIA of this student in the relevant academic subject, as well as to admit him to the GIA in additional terms.

If the student's appeal about disagreement with the assigned points was satisfied by the conflict commission, the GEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.

57. When establishing the facts of violation by the student of the established procedure for conducting the GIA, the GEC makes a decision to cancel the result of the GIA of the student in the relevant academic subject.

If the violation was committed by the persons specified in paragraph 37 of this Procedure, or other (unidentified) persons, then the GEC decides to cancel the results of the GIA of students, whose results were distorted, in the relevant academic subject, as well as to re-admit them to the GIA in the corresponding academic subject in additional terms.

To make a decision on the cancellation of the result of the GIA in connection with a violation of the established procedure for its implementation, the GEC requests from authorized persons and organizations Required documents and information, including examination papers, information about the persons who were present in the PPE, and other information on the observance of the procedure for conducting the GIA.

58. The decision to change or cancel the results of the GIA in the cases provided for by this Procedure shall be taken within two working days from the moment the conflict commission makes the appropriate decisions, the completion of the rechecking of the examination papers, and documentary confirmation of the fact of violation of the established procedure for conducting the GIA.

59. After approval, the results of the SIA within one working day are transferred to educational organizations, as well as local governments that manage education, founders and foreign institutions to familiarize students with the results of the SIA approved by the SEC.

Acquaintance of students with the results of the SIA approved by the SEC in the academic subject is carried out within one working day from the date of their transfer to educational organizations, as well as local governments that manage education, founders and foreign institutions. The specified day is considered the official day of the announcement of the results of the GIA.

IX. Assessment of the results of the GIA

60. The results of the SIA are recognized as satisfactory if the student in the subjects to be passed has scored the minimum number of points determined by the executive authority of the constituent entity of the Russian Federation in charge of public administration in the field of education, the founder, or a foreign institution.

61. Students who have not passed the GIA or received unsatisfactory results at the GIA in more than two academic subjects, or who have repeatedly received unsatisfactory results in one or two academic subjects at the GIA in additional terms, are given the right to pass the GIA in the relevant academic subjects no earlier than September 1 of the current years in the terms and forms established by this Procedure.

X. Receiving and Considering Appeals

62. The conflict commission accepts in writing the students' appeals about the violation of the established procedure for conducting the GIA in the academic subject and (or) about disagreement with the points given to the conflict commission.

63. The Conflict Commission does not consider appeals on the content and structure of examination materials in academic subjects, as well as on issues related to the assessment of the results of the examination work with a short answer, violation by the student of the requirements of this Procedure or incorrect registration of the examination work.

64. When considering an appeal, the verification of the facts set forth in it is not carried out by persons who took part in the organization and (or) conduct of the corresponding exam, or who previously checked the examination work of the student who filed the appeal.

65. In order to fulfill its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including copies of examination papers and protocols of verification by subject commissions, protocols of oral answers, answers on audio carriers, information about persons who attended the exam, about compliance procedures for conducting GIA.

66. When considering an appeal, if desired, the student and (or) his parents (legal representatives), as well as public observers, are present.

The consideration of the appeal is carried out in a calm and friendly atmosphere.

67. The student submits an appeal on violation of the established procedure for conducting the GIA (except for the cases established by paragraph 63 of this Procedure) on the day of the exam in the relevant academic subject to the authorized representative of the SEC, without leaving the PES.

68. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the GIA, the authorized representative of the SEC organizes an inspection with the participation of the organizers, technical specialists working with software, specialists in instructing and providing laboratory work not involved in the classroom in which the student passed the exam, public observers, law enforcement officers, medical workers, as well as assistants who provide the necessary technical assistance to students with disabilities.

The results of the check are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the check on the same day are transferred by the authorized representative of the SEC to the conflict commission.

When considering an appeal on a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal, a conclusion on the results of the check and makes one of the decisions:

on rejection of the appeal;

on the satisfaction of the appeal.

69. If the appeal is satisfied, the result of the exam, according to the procedure of which the student was appealed, is canceled and the student is given the opportunity to pass the exam in the relevant academic subject on another day, stipulated by the schedule of the GIA.

70. An appeal on disagreement with the awarded points is filed within two working days after the official day of the announcement of the results of the GIA in the relevant academic subject.

Students submit an appeal of disagreement with the points awarded directly to the conflict commission or to the educational organization in which they were admitted in the prescribed manner to the GIA. The head of the educational organization, who has accepted the appeal, immediately transfers it to the conflict commission.

By the decision of the executive authority of the constituent entity of the Russian Federation in charge of public administration in the field of education, the founder, the foreign establishment, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

71. When considering an appeal on disagreement with the points set, the conflict commission requests printed images of the examination work, electronic media containing files with digital audio recording of the student's oral answers, protocols of oral answers, copies of the protocols for checking the examination work subject commission and the examination materials performed by the student who filed the appeal.

These materials are presented to the student (with his participation in the consideration of the appeal).

The student (for students under the age of 14, in the presence of parents (legal representatives), confirms in writing that he has been presented with images of the examination work performed by him, files with digital audio recording of his oral response, a protocol of oral response (in case of his participation in the consideration of the appeal ).

72. Before the meeting of the conflict commission on the consideration of the appeal on disagreement with the points set, the conflict commission establishes the correctness of the assessment of the examination work of the student who filed the appeal. For this, experts in the relevant academic subject who have not previously checked this examination work are involved in the consideration of the appeal.

If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the conflict committee applies to the Commission for the development of CMM in the relevant academic subject with a request for clarifications on the assessment criteria.

73. Based on the results of consideration of the appeal on disagreement with the points set, the conflict commission makes a decision to reject the appeal and keep the points set, or to satisfy the appeal and give other points. In this case, if the appeal is satisfied, the number of previously awarded points may change both upward and downward in the number of points.

In the event of errors in the processing and (or) verification of the examination paper, the conflict commission transmits the relevant information to the RSCI in order to recalculate the results of the GIA.

74. After approval, the results of the SIA are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with the results they have obtained.

75. The conflict commission considers an appeal on violation of the established procedure for conducting a GIA (except for the cases established by paragraph 63 of this Procedure) within two working days, and an appeal on disagreement with the points set - four working days from the date of its receipt by the conflict commission.

An appeal on violation of the established procedure for conducting the GIA (except for the cases described in clause 1.11 of these methodological materials), the participant of the GIA submits on the day of the exam in the relevant academic subject to a member of the GEC, without leaving the PES. The appeal is drawn up in writing in two copies: one is sent to the CC, the other, with a note from the GEC member about its acceptance for consideration by the CC, remains with the GIA participant (form PPE-02). The CC considers the appeal on violation of the established procedure for conducting the GIA within two working days from the date of its receipt by the CC. In order to verify the information contained in the appeal about the violation of the procedure for conducting the GIA by members of the GEC in the PPE on the day of the exam, an inspection is organized with the participation of:

organizers not involved in the auditorium in which the appellant was taking the exam;

technicians and assistants;

public observers;

workers carrying out;

medical professionals.

The results of the verification of the information on the violation of the established procedure for conducting the exam stated in the appeal are drawn up in the form of a conclusion included in the protocol for considering the appeal on the violation of the established procedure for conducting the GIA (form PPE-03). The GEC member submits forms PPE-02 and PPE-03 to the CC on the same day. In exceptional cases, the transfer of these forms by means of remote communication is possible, however, the personal data of the appellant in electronic format can be transferred only using secure communication channels. In the process of considering the appeal, the CC has the right to request from the RSCI and the organization determined by the OIV responsible for storing the materials of the GVE, the necessary documents and information, including the examination papers of the GVE, the USE forms, files with digital audio recording of oral answers, information about the persons who were present during the exam , information on the observance of the procedure for conducting the GIA, as well as video materials from the PPE. When considering an appeal on violation of the established procedure for conducting the GIA, QC considers the appeal and the conclusion on the results of the audit and makes one of the decisions:

on rejection of the appeal;


on the satisfaction of the appeal.

If the appeal is satisfied, the result of the exam, according to the procedure of which the GIA participant filed an appeal, is canceled, and the GIA participant is given the opportunity to pass the exam in the academic subject on another day, provided for by the uniform timetables for the USE, GVE.

If the appeal is dismissed, the result of the appellant does not change and remains valid.

After considering the appeal on violation of the established procedure for conducting the GIA, the chairman of the QC submits to the GEC for approval and to the head of the RSCI for entry into the RIS and transfer to the FIS (the deadline for entry into the RIS is 2 calendar days):

an appeal on violation of the established procedure for conducting a GIA (form PPE-02);

the protocol of the appeal, containing the conclusion on the results of the verification of the information contained in the appeal about the violation of the established procedure for conducting the GIA and the decision of the QC (form PPE-03).

In cases requiring clarification, the FTsT sends a corresponding program request for the provision of documents or information to the RCIO. In this case, the CC submits the requested documents to the RSCI for submitting them to the FCT by entering the information into the RIS / FIS. In case of satisfaction of the appeal on violation of the established procedure for conducting the GIA and the corresponding decision of the GEC, the result of the appellant will be canceled in RIS and FIS.

3. Procedure for considering an appeal on disagreement with the points awarded

The appeal is filed within two working days from the date of the announcement of the results of the GIA in the relevant academic subject. The appeal is drawn up in writing in two copies: one is sent to the CC, the other, with a note of the responsible person about its acceptance for consideration by the CC, remains with the GIA participant (Form 1-AP).

Students submit an appeal to the organization implementing, by which they were admitted in accordance with the established procedure to the GIA. Graduates of previous years - to the places in which they were registered for passing the Unified State Exam, as well as to other places determined by the OIV.


The head of the organization, who has accepted the appeal, immediately transmits it to the CC. In exceptional cases, it is possible to transmit Form 1-AP by means of remote communication, however, the appellant's personal data in electronic format can be transmitted only using secure communication channels. By decision of the GEC, filing and (or) consideration of appeals can be organized using, subject to compliance with the requirements in the field of personal data protection. SIA participants are informed in advance about the time, place and procedure for considering appeals. To organize the consideration of an appeal on disagreement with the USE scores, the CC transmits information about the appeal to the RCOI and receives an appeal set of documents from the RCOI, which contains:

the protocol of consideration of the appeal on disagreement with the points set (form 2-AP) with attachments designed to enter information on the progress and results of the consideration of the appeal, as well as to enter detailed information on the changes adopted by the CC in case the appeal is upheld.

in addition to the appeal set, the criteria for evaluating the detailed and (or) oral answers are printed and, if necessary, the version of the CMM, performed by the USE participant, is requested from the archive;

a list of valid characters for writing answers to tasks with a short answer.

If the work of the appellant was aimed at interregional cross-checking, there are no forms-protocols for checking detailed answers in the appeal set.

To organize the consideration of an appeal on disagreement with the points set by the GVE, the CC transfers information about the appeal to the organization determined by the OIV responsible for storing the materials of the GVE and receives from it an appeal set of documents that contains images of the examination work of the GVE participant, protocols of oral answers of the student who passed the GVE orally form, copies of the protocols for checking the examination work of the PC, assessment criteria, as well as texts, topics, tasks, tickets, performed by the GVE participant who filed an appeal. The appellant, in case of his participation in the consideration of the appeal, is presented with the materials of the appeal set, after which he confirms in writing in the appropriate field of the protocol for the consideration of the appeal (in case of an appeal about disagreement with the USE scores, according to the form 2-AP), confirms that he has been presented with images of his examination work (the USE forms filled in by him), files with digital audio recording of his oral answer, protocols of his oral answers. The appellant must make sure that the information on his USE forms is correctly recognized and that his examination work has been checked in accordance with the established requirements. If, in the course of consideration of the appeal about disagreement with the USE scores, technical errors made during the processing of the examination work of the appellant are found, the CC fills in the subsection "Information on the recognition sheets corresponds to the information entered in the forms" of the appeal consideration protocol (Form 2-AP) and the corresponding appendix to the protocol, which makes all the changes adopted by the decision of the CC. If there are controversial questions about the assessment of the examination work, the CC establishes the correctness of its assessment. For this, experts (PC members) in the relevant academic subject who have been assigned the status of "leading expert" or "senior expert", but who are not experts who have checked the detailed and (or) oral answers of the appellant before, are involved in the consideration of the appeal. The involved experts establish the correctness of the assessment of the examination work and provide appropriate explanations to the appellant (his parents (legal representatives)). The time recommended for explanations on the assessment of detailed and (or) oral answers of one appellant is no more than 20 minutes. The CC, in the event of a decision based on the conclusion of the involved experts to change the scores for completing the assignment with a detailed and (or) oral answer, fills out the corresponding appendix to the appeal consideration protocol (in case of an appeal about disagreement with the USE scores, according to Form 2-AP with annexes), which makes all the changes adopted by the decision of the CC. In addition, the experts involved give an opinion on the need to change the points for a detailed and (or) oral answer with the obligatory indication of a specific assessment criterion, which corresponds to the score they give. If the experts involved do not give an unambiguous answer about the correctness of the assessment of the examination work of the appellant, the QC applies to the Commission for the development of CMM in the relevant academic subject with a request for clarification on the content of CMM tasks (including tasks with a short answer), according to the assessment criteria ... At the same time, the questions arising in the formation of the conclusion on the correctness of the assessment of the examination work of the appellant are formulated without fail. The CC does not have the right to apply changes to answers to tasks with a short answer in the case when, when recording the answer, the appellant used a recording form (including symbols) that contradicts the instructions for the KIM task, as well as the Rules for filling out the USE forms. Based on the results of consideration of the appeal on disagreement with the set points, the CC makes a decision:

on the rejection of the appeal and the retention of the points awarded;


about satisfying the appeal and changing points.

The CC records its decision based on the results of consideration of the appeal on disagreement with the set points in the minutes of the appeal (in case of an appeal about disagreement with the set USE scores, according to the 2-AP form). If a decision is made to satisfy the appeal, the CC fills in the corresponding appendix to the protocol for considering the appeal (in accordance with clauses 3.10, 3.13 of these methodological materials and the Rules for filling out the protocol for considering an appeal on disagreement with the points set according to form 2-AP). The CC draws up and issues to the appellant a notification of the results of the appeal (in case of an appeal about disagreement with the USE scores - according to the U-33 form), indicating all the changes that were adopted during the consideration of the appeal and entered into the minutes of the appeal and its appendices. The GIA participant confirms by signing in the minutes of the appeal (in case of an appeal about disagreement with the USE scores - according to Form 2-AP) and in the notification of the results of the appeal, that the data on the changes made to these two documents coincide. The CC considers the appeal of disagreement with the points awarded within four working days from the date of its receipt by the CC. In case of errors in the processing and (or) verification of the examination work of the participant, the GIA QC transmits the relevant information to the RCOI, PC for recalculating the results of the GIA. To recalculate the results of the exam, the QC protocol is sent to the FCT within two calendar days. The FTsT, no later than five working days from the date of receipt of the minutes of the CC, transmits the changed results of the USE to the RSCI, which within one calendar day submits them for further approval by the SEC. FCT has the right to request from the RCROI:

copies of documents drawn up in the course of consideration of the appeal (form 2-AP with attachments);

copies of the USE forms of the appellant.

The RSCI receives the requested documents from the CC and submits them to the FTsT.

In the event of inconsistencies in the images of the USE forms (the original and a copy of their recognition) and (or) an unjustified change in points for completing tasks with a detailed and (or) oral answer of the appellant, the FCT reports the established fact to Rosobrnadzor. Rosobrnadzor shall send information on discrepancies and (or) on unjustified changes in the scores of the USE participant for consideration to the State Commission for Supervision.

Based on the facts provided, the State Electoral Commission assigns an official investigation. Further consideration of the appeal is possible only on the basis of the approved results of the official investigation with the obligatory notification of the results of the investigation by Rosobrnadzor and FTsT.

The results of the processing of appeals on disagreement with the set USE points from FIS are automatically transferred to RIS.

If the appeal is upheld, FIS will recalculate the appellant's scores. Information about the updated USE results after the recalculation of points as a result of the appellate changes will be sent to RIS.

If the appeal is rejected, FIS will record the fact of the appeal and the result of its consideration. In this case, the score remains unchanged.

After receiving information from the RIS about the results of the USE of the appellant, whose appeal on disagreement with the points set was satisfied, the RSCI within one calendar day provides the updated results of the appellant to the SEC. The CC provides the HEC with the updated results of the Appellant's HVE. The Chairman of the GEC decides on the approval of the updated results of the appellant on the basis of the submission from the RSCI, the CC. CC informs the appellant about the results of the recalculation of points given for the performance of the examination work.

On issues related to violation of the requirements of the Procedure for conducting state final certification for educational programs of basic general education, or incorrect execution of examination work.

3. Deadlines for filing appeals:

Violation of the established procedure for conducting GIA-9 in a school subject - submitted on the day of the exam in the relevant academic subject to the authorized representative of the SEC, without leaving the PPE;

Disagreement with the points awarded is submitted by students - directly to the conflict commission or to the educational organization in which they were admitted in accordance with the established procedure to the GIA-9 within two working days after the official day of the announcement of the results of the GIA-9 in the relevant academic subject.


4. Withdrawal of the appeal.

4.1. Appeals about violation of the established procedure for conducting GIA-9 and (or) about disagreement with the points awarded can be withdrawn by the participants at their own request. For this, the participant of the OGE, the GVE writes a statement to the conflict commission (hereinafter referred to as the CC) about the withdrawal of his appeal;

4.2. Students submit a corresponding application in writing to educational organizations, which admitted them in accordance with the established procedure to the GIA-9.

4.3. The head of the educational organization or a person authorized by him, who has accepted the application to withdraw the appeal, immediately transmits it to the CC.

4.4. In the absence of the said application and the failure of the GIA-9 participant to appear at the CC meeting at which the appeal is being considered, the CC considers his appeal in the prescribed manner.

5. Consideration of an appeal on violation of the established procedure for conducting GIA-9.

5.1. The CC considers an appeal on violation of the established procedure for conducting the GIA-9 within two working days from the date of its receipt by the CC.

5.2. In order to verify the information contained in the appeal, a member of the SEC in the PPE on the day of the exam, a check is organized with the participation of: organizers who are not involved in the audience in which the appellant passed the exam, technical specialists and assistants, public observers, employees performing, medical workers.

5.3. The results of the verification of the information on the violation of the established procedure for conducting the GIA-9 contained in the appeal are drawn up and transmitted by the member of the GEC to the CC on the same day.

5.4. The CC reviews the appeal and the conclusion on the results of the audit and makes a decision to uphold the appeal or reject the appeal.

5.5. If the appeal is satisfied, the result of the exam, according to the procedure of which the participant of the GIA-9 filed an appeal, is canceled and the participant is given the opportunity to pass the exam in the academic subject on another day, provided for by the uniform schedules of the GIA-9; upon rejection of the appeal, the appellant's result does not change and remains valid.

6. Consideration of the appeal on disagreement with the points set.

6.1. The CC considers the appeal of disagreement with the points awarded within four working days from the date of its receipt by the CC.

6.2. After appeals are received by the CC and their registration, a schedule for considering appeals is formed, agreed with the chairman of the CC.

6.3. The prepared appeal set of documents is transferred to the chairman of the CC.

6.4. On the day of receipt of the appeal sets of documents, the chairman of the CC, in order to establish the correctness of the assessment of the examination work, in advance of the meeting of the CC, transfers these sets to the chairman of the subject committee (hereinafter referred to as the PC).

6.5. The Chairman of the PC organizes the work of the PC experts to establish the correctness of the assessment of tasks with a detailed and (or) oral answer and (or) the need to change the scores for completing an assignment with a detailed and (or) oral answer.

6.6. Experts (PC members) are involved in the work of the CC in the relevant academic subject, who have been assigned the status of "leading expert" or "senior expert", but who are not experts who have checked the detailed and (or) oral answers of the appellant earlier.


6.7. The involved PC experts establish the correctness of the assessment of the examination work and give a written opinion on the correctness of the assessment of the examination work of the appellant or on the need to change the scores for completing the assignment with a detailed and (or) oral answer with the obligatory indication of a specific assessment criterion, which corresponds to the score they give.

6.8. If the involved PC experts do not give an unambiguous answer about the correctness of the assessment of the examination work of the appellant, the CC applies to the Federal State Budgetary Scientific Institution "Federal Institute of Pedagogical Measurements" (hereinafter - FIPI) with a request for clarification on the assessment criteria; FIPI organizes the consideration of the request for the relevant academic subject and provides the QC with explanations prepared by the Federal Commission for the Development of OGE Control Measuring Materials for the relevant academic subject.

6.9. After the PC experts carry out the relevant work, the chairman of the PC on the same day transfers to the chairman of the PC the appellate sets of documents and conclusions.

6.10. The Chairman of the CC organizes the work on the consideration of the appeal of disagreement with the assigned points.

6.11. If, in the course of consideration of the appeal, technical errors made during the processing of the examination work of the appellant are found, the QC shall make changes to the QC protocol.

6.12. The CC does not have the right to apply changes to answers to tasks with a short answer in the case when, when recording the answer, the appellant used a recording form (including symbols) that contradicts the instructions for the KIM task, as well as the Rules for filling out forms GIA-9.

6.13. The involved experts of the PC during the consideration of the appeal in the presence of the appellant and (or) his parents (legal representatives) give them appropriate explanations (if necessary).

6.14. Based on the results of consideration of the appeal on disagreement with the points set, the CC decides to reject the appeal and keep the points assigned (no technical errors and errors in the assessment of the examination paper) or to satisfy the appeal and change the points (the presence of technical errors and (or) errors in the assessment of the examination paper).

6.15. If the appeal is satisfied, the number of previously awarded points may change both upward and downward in the number of points.

6.16. The CC draws up and issues to the appellant a notification of the results of the appeal, indicating all the changes that were adopted during the consideration of the appeal and entered into the minutes of the appeal and its appendices.

6.17. The Chairman of the SEC decides on the approval of the updated results of the appellant.

76. The conflict commission accepts in writing appeals of students, graduates of previous years about violation of the established procedure for conducting the GIA in an academic subject and (or) disagreement with the points awarded to the conflict commission.

77. The Conflict Commission does not consider appeals on the content and structure of assignments in academic subjects, as well as on issues related to the assessment of the results of the assignments of examination work with a short answer, violation of the requirements of this Procedure by a student, a graduate of previous years and incorrect registration of examination work.

78. When considering an appeal, the verification of the facts set forth in it is not carried out by persons who took part in the organization and (or) conduct of the corresponding exam or who previously checked the examination work of a student, graduate of previous years who filed an appeal.

79. In order to fulfill its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including the examination papers of the GVE, the USE, KIM forms, information about the persons who were present in the PPE, other information on the observance of the procedure for conducting the GIA.

80. A student, a graduate of previous years and (or) his parents (legal representatives), if desired, are present at the consideration of the appeal.

When considering an appeal, there are also:

a) members of the GEC - by decision of the chairman of the GEC;

c) officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education - by decision of the relevant bodies.

The consideration of the appeal is carried out in a calm and friendly atmosphere.

81. A student, a graduate of previous years submits an appeal on violation of the established procedure for conducting a GIA (except for the cases established by paragraph 77 of this Procedure) to a member of the GEC on the day of the exam in the relevant academic subject, without leaving the PES.

82. In order to verify the information contained in the appeal about the violation of the procedure for conducting the GIA by the members of the GEC, an inspection is organized with the participation of organizers who are not involved in the audience in which the student, graduate of previous years passed the exam, technical specialists and assistants, public observers, security personnel law enforcement, and medical professionals. The results of the check are drawn up in the form of a conclusion. The appeal and conclusion on the results of the check on the same day are transferred by the members of the GEC to the conflict commission.

83. When considering an appeal on a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal and the conclusion on the results of the check and makes one of the decisions:

on rejection of the appeal;

on the satisfaction of the appeal.

If the appeal is satisfied, the result of the GIA, according to the procedure of which the student, the graduate of the past years has filed an appeal, is canceled and the student, the graduate of the past years is given the opportunity to pass the exam in the academic subject on a different day, stipulated by the timetables of the USE, GVE.

84. An appeal on disagreement with the points awarded is filed within two working days after the official day of the announcement of the results of the GIA in the relevant academic subject.

85. The head of the organization, who has accepted the appeal, immediately transfers it to the conflict commission.

Before the meeting of the conflict commission on the consideration of the appeal on disagreement with the points set, the conflict commission establishes the correctness of the assessment of the examination work of the student, graduate of previous years, who filed the appeal. For this, subject matter experts are involved in the appeal.

If the experts do not give an unambiguous answer about the correctness of the assessment of the student's examination work, the graduate of the past years, the conflict commission applies to the Commission for the development of CMM in the relevant academic subject with a request for clarifications on the assessment criteria.

Russian language and mathematics. According to the data of previous years, almost half of the graduates (49%) take social studies. And this is not surprising, since the USE in social studies is necessary for admission to all humanitarian specialties.

In fact, the subject of "social studies" includes information on various aspects of society, studied within a whole class of humanities: economics, jurisprudence, philosophy, sociology, political science and, to some extent, history.

The version of the KIM USE in social studies has undergone minor changes. The developers revised the difficulty of tasks 28 and 29, which is why the maximum primary score for the entire test increased from 62 to 64.

Assessment of the exam

Last year, in order to pass the Unified State Exam in Social Studies, at least for the top three, it was enough to score 19 primary points. They were given, for example, when the first 13 items of the test were completed correctly.

It is not yet known exactly how it will be in 2019: you need to wait for an official order from Rosobrnadzor on the correspondence of the primary and test scores. Most likely it will appear in December. Considering that the maximum primary score has increased from 62 to 64, it is very likely that the minimum score may also change slightly.

The structure of the exam

In 2019, the USE test in social studies consists of two parts, which include 29 tasks.

  • Part 1: 20 tasks (No. 1–20) with a short answer (choose the correct answer from the proposed ones, establish a correspondence between the elements of the two sets, insert the missing word in the text);
  • Part 2: 9 tasks (No. 21-29) with a detailed answer (answers to questions, mini-essays).

Preparation for the exam

  • Go through exam tests online for free without registration and SMS. The presented tests are identical in complexity and structure to real exams conducted in the corresponding years.
  • Download demonstration versions of the Unified State Exam in Social Studies, which will allow you to better prepare for the exam and take it easier. All proposed tests are developed and approved for preparation for the exam by the Federal Institute for Pedagogical Measurements (FIPI). In the same FIPI, all the official versions of the Unified State Exam are being developed.

The tasks that you will see, most likely, will not be encountered on the exam, but there will be tasks similar to the demo ones on the same topic.
