In this regard, it is relevant to identify the real level of capitalization of banks and the banking sector in general, since the reporting of credit institutions, as is known, does not reflect quite full risks of their activities.

The need for a more accurate quantitative determination of the amount of capital is of fundamental importance for calculating the indicators of the Bank's activities and, consequently, the objectivity of the assessment of sustainability, both a separate credit organization and the entire banking system. If a quantitative assessment of capital in theory and practice of banking is given sufficient attention, then the problem of assessing its quality in science has been developed weakly, despite the fact that the quality of capital of Russian banks remains sufficiently low.

In the growth of capitalization of the banking sector and its effectiveness, almost all economic entities are interested in: owners and executive management of individual banks, regulators, customers and society as a whole. At the present stage of development, Russia's orientation is extremely important for cooperation with international financial and credit institutions, integration into the international banking community, which places strict requirements for size and, especially the quality of capital. The lack of capitalization level of the Russian banking system is an obstacle on this path.

The latest decisions of the Basel Committee testify to the relevance of the problem of banking capital not only for domestic banks. In Russia, she gained particular importance due to the conditions of the transition period, the inconsistency of the capitalization of the banking system of the economy as a whole, high risks of banking activity and weakness of management.

Objective information helps to appreciate the real financial position of the bank, predict its development and behavior in the market, take appropriate measures to build capital bases. Obviously, improving the reliability of each credit organization affects the efficiency of the entire banking system. However, the quantitative and qualitative parameters of the latter cannot but have their own content. Therefore, considering the role of banking capital in the modern banking system, the author allocates two aspects: analysis of own capital of credit institutions and capital of the entire banking system.

The solution of such a comprehensive task is impossible without understanding the economic essence of banking capital. Her disclosure was the subject scientific research for many years. The most famous concepts of capital, as a rule, are political economical. Bank capital is a type of capital, in our opinion, relatively independent economic category, not well studied in theoretical and practical terms.

The complexity, multidimensity and injectability of a number of issues related to banking capital, the discussion of the problem of its quantitative and qualitative assessment led to the need for scientific understanding and analysis of this phenomenon. The need for a systemic study of banking capital, both on the macro and on the micro levels predetermined the choice of theme, goal, objectives, structure and maintenance of the study.

In the study of the theory and practice of banking both domestic and foreign economists, the most attention is paid to banking capital on the micro level. Capital problems of the banking system have not yet received fairly full coverage in the economic literature.

Despite the large number of works devoted to the assessment of banking capital, special works are a bit and in them, as a rule, a single aspect of the problem is highlighted, most often - determination of capital adequacy, which does not provide an integrated approach to the analysis of this complex category. In particular, it requires further scientific research to disclose the content of the functioning of banking capital on the macro level. Currently, when the problem of capitalization of the banking system has gained crucial importance for its development, the need for a comprehensive banking capital analysis arose as an independent economic category, which expresses the interests of a wide range of participants in economic relations, which is due to both its generic signs and specific functions of banks.

Bank capital is discussed in economic literature from different positions. Conceptually in the work allocated approaches presented in both Russian and Western economic literature. As a rule, separate small, medium, large banks and relatively isolated banking groups, substantially differing in a number of features (concentration of capital, functional focus, financial stability, banking services market coverage, etc.). In this regard, the need to distinguish between analysis and assessment of banking capital on the areas of its manifestation is substantiated in the dissertation.

The author is justified by the need to assess bank capital not only at the level of a separate bank or the banking system as a whole, but also at a certain level of its functioning, designated in work as a meso-level.

At the micro level, capital expresses the interests of the owners of the bank and other actors of its activities through the mechanism for the implementation of capital functions.

At the macro level, the quantitative and qualitative certainty of the capital of individual banks and their groups is transformed into cumulative bank capital. The result of this transformation is the financial stability of the banking system as a whole.

Each of the features potentially inherent in capital, but in the real process of its use, the degree of implementation of these functions depends on many external and internal factors, among which the socio-economic and legal conditions of the functioning of the banking sector are of particular importance, the nature of ownership of bank capital, the level of development of corporate governance and risk - bank management.

The most complex problems (low bank capital, insufficient transparency of banks, disproportion in placement of banking capital in the country) and trends (concentration and centralization of capital, temporary strengthening the role of state banks, expansion and diversifying demand for banking services) of banking capital development). It was concluded that there are many problems and issues that emphasize the complexity of the modern stage of development of the Russian banking system, the size and quality of banking capital of which does not allow it to position it as a system of international class with great opportunities.

Currently, the quantitative characteristics of capital in the domestic banking system are far from international standards, therefore, the importance of sufficiently high demands for capital quality increases.

The work analyzed the transformation of the requirements of regulatory authorities to capital, which within the framework of the supervision is recognized as sufficient to cover the risks taken by the commercial bank. Particular attention is paid to the new paradigm of micro-regulation, which has been reflected in the new regulatory requirements of the Bank of Russia. Changes in the requirements are determined by the transfer of accent from the form for the content and practical orientation of regulation with the dominance of meaningful concepts and principles. Thus, new approaches make it possible to overcome the disadvantages of traditional in virtue of another orientation, which primarily concerns the qualitative assessment of banking capital.

The proposed algorithm for assessing the quality of banking capital allows you to give a more complete and objective characterization of capital, which is of fundamental importance in assessing the banking business as a whole.

As part of the study, the problem of valuation of equity capital is considered, based on the currently qualitative definiteness of banking capital and the classification of its pricing function into the category.

The thesis includes a review of the value known in the modern theory and practice and the vast practical significance of the market value of the credit institution, its capital is shown.

According to the results of the study of the approaches existing in the banking theory and practice, the approaches for assessing the market value of capital have been revealed that at present the cost of own capital of the bank in most cases is calculated using income and costly methods. A comparative approach has been widely used in assessing its own capital of industrial companies.

Especially allocated currently currently, the so-called "fair value". It was argued that the definition of fair value is fully applicable to banking capital. However, there are a number of reasons that impede objective judgments about such a value, in particular due to the insufficient information field of the data, non-transparency of the Bank's activities, nestability of the source data, etc.

Theoretical conclusions and practical conclusions in the work allows you to improve management as a certain extent, both the capital of the credit institution and the capital of the banking system as a whole.
