10. The decision to award graduates of general educational institutions and institutions of primary vocational education with gold and silver medals "For special achievements in learning" and a certificate of commendation "For special successes in the study of certain subjects" is taken, respectively, by the pedagogical council of the general educational institution and the council of the institution of primary vocational education.

The decision of the pedagogical council of a general education institution on awarding graduates of the XI and XII grades with gold medals is approved by the state education management body of the constituent entity of the Russian Federation, on awarding silver medals - by the local (municipal) education management body.

12. The certificate of commendation "For special achievements in the study of individual subjects" is awarded to:

graduates of the IX and XI (XII) grades of general education institutions who have achieved particular success in the study of one or several subjects, who have quarter (semi-annual, trimester), annual and final marks "5" during their studies in the classes of the corresponding level of general education and received him on the state (final) certification mark "5", with positive marks in other subjects;

Let's analyze the current legislation in this regard once again. To do this, we will use sites that provide official data:

Thus, Moscow schoolchildren can apply for two types of medals.

Medal "For Special Achievements in Learning" (federal level)

To receive a medal, it is necessary that all marks in the certificate are "excellent", as well as successfully pass the obligatory USE exams, i.e. dial minimum scores in two compulsory subjects.

The medal is awarded to persons who have completed the development of educational programs of secondary general education (hereinafter referred to as graduates), have successfully passed the state final attestation and have final grades of academic performance “excellent” in all academic subjects studied in accordance with curriculum, organizations carrying out educational activities in which they passed the state final certification.

Medal "For Special Achievements in Education" (Moscow medal)

Issued on the basis of the decree of the Moscow Government dated February 25, 2014 N 74-PP
This medal can be issued with or without a federal medal. In this case, it is absolutely not necessary to have all the marks "excellent" in the certificate.

What is the medal for? The medal is awarded upon the occurrence of one of three events:

The graduate is the winner or prize-winner of the All-Russian Olympiad for schoolchildren
The graduate scored the highest number of points from a single state examination in one or more general education subject
The graduate has final marks "excellent" in all subjects of the curriculum in educational programs of secondary general education and scored at least 220 points in three general education subjects upon passing the unified state exam

Let me remind you that earlier a number of media outlets said that in order to receive a medal in 2018, in addition to "fives" in the certificate, it will be necessary to score at least 70 points on the exam in mathematics and Russian, but there is no documentary evidence of this.

2. The medal is awarded to persons who have completed the development of educational programs of secondary general education (hereinafter - graduates), have successfully passed the state final attestation and have final grades of "excellent" performance in all subjects studied in accordance with the curriculum by organizations carrying out educational activities, in which they passed the state final certification.

The medal is awarded to graduates in a solemn atmosphere simultaneously with the issuance of a certificate of secondary general education with honors.

In 2014, persons entitled to receive a medal "For special achievements in training" in accordance with part 10 of article 34 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation", the specified medal is awarded no later than October 1 2014 ((Collected Legislation of the Russian Federation, 2014, N 22, Article 2769).

3. A corresponding entry is made about the issuance of a medal in the registration book of issued medals, which is maintained in an organization carrying out educational activities.

4. A medal is issued to a graduate personally or to another person upon presentation of an identity document and a duly issued power of attorney issued to the specified person by the graduate, or, upon the application of a graduate, is sent to his address through public postal operators by registered mail with a receipt acknowledgment ... The power of attorney and (or) the application for which the medal was issued (sent) are stored in the personal file of the graduate.

Gold and silver medals "For special achievements in learning" are awarded, regardless of the form of education, graduates of the XI (XII) grades of general education institutions that have a certificate of state accreditation, as well as, regardless of the form of education, graduates of primary vocational education institutions that have a certificate of state accreditation, who have received the appropriate level of qualifications and secondary (complete) general education.

2. Gold medal "For special achievements in learning" (in the form according to the appendix

graduates of the XI (XII) grades of general education institutions who have semi-annual (trimester), annual and final marks "5" in all subjects and in full curriculum for the third stage of general education and have passed the state (final) attestation;

graduates of institutions of primary vocational education, certified for the appropriate level of qualifications in the profession, with the simultaneous receipt of secondary (complete) general education, having semi-annual, annual and final marks "5" in all subjects for the entire course of study and passed the final exams at mark "5" ...

3. The Silver Medal "For Special Achievements in Learning" (in the form according to the appendix to these Regulations) is awarded to:

graduates of the XI (XII) grades of general education institutions who have semi-annual (trimester) grades in subjects in the X grade, annual marks "5" and no more than two marks "4", in the XI (XII) grade half-year (trimester), annual and final marks " 5 "and no more than two marks" 4 "and passed the state (final) attestation;

4. The decision to award graduates of general educational institutions and institutions of primary vocational education with gold and silver medals "For special achievements in learning" is taken, respectively, by the pedagogical council of the general educational institution and the council of the institution of primary vocational education.

5. The decision of the pedagogical council of a general education institution on awarding graduates of the XI (XII) grades with gold medals is approved by the state education management body of the constituent entity of the Russian Federation, on awarding silver medals - by the municipal education management body.

6. The decision of the council of the institution of primary vocational education on awarding graduates with gold or silver medals is approved by the state educational administration of the constituent entity of the Russian Federation.

7. The decision to award medals to graduates of educational institutions under the jurisdiction of federal executive bodies is made in accordance with these Regulations and the procedure for considering materials for awarding established for them by these bodies.
